Working with Permanent Alliance

So the current game I'm playing, huge continents, monarch, I am in a permanent alliance with Monty of Portugal. Random personalties and unrestricted leaders ftw. The problem I'm running into is that Monty builds wonders the instant we get the tech, which stops me from getting the wonders. So instead of a 13 turn UN, we get a 54 turn UN in some backwater city that we're going to eventually lose to Brennus. And he's a jerk so we don't want that.

How do I stop my ally from building wonders or build wonders even though my permanent alliance buddy is starting them already?

Declare war on someone?
Should make him busy with building units.

I remember a game where had I a PA with Montezuma and I decided to go for a Domination victory.
And what did Monty? Nothing! Instead he decided to go for a Cultural victory.
 
Yeah. Trying to get a space victory when the ally keeps trying to build all the parts in stupid cities is also a pain. Then they keep giving you resources you already have.
 
The only bigger pain in the butt than an enemy is an ally.
 
PAs are pretty useless below Immortal or really Deity. Better to just grab that land yourself early.
 
Bummer. Guess if he's wasting time building the wonders we'll never get I may as well ramp up the war machine...
 
You should really try to play permanent alliance scenarios, like in my sig. They were not designed for regular 4000 BC games...
 
Permanent Alliance is definitely a not tested feature of the game. Definitely.

The best way is to be first in turn order. Meaning be America if you are playing with default order. This way you can star building Wonders yourself.
Alternatively plan your research slider so that tech would never be discovered during his turn. Give him no chance to be stupid. And leave him only resources he absolutely need. Because he is stupid.

I came to like Permanent Alliances a lot. They feel like a little vanila mod, gives you very cool feeling when both civs enjoy the benefits of same World WOnder!
 
When you do custom game (a couple options below "Play Now"), you have the option to check Permanent Alliances. Indeed, PAs are not by default. Then, in-game, either communism or fascism will enable fusion of nations.

But the AI will not accept readily without some "friendship" building. First, there is the stance threshold. Most need FRIENDLY...iirc, some only needs PLEASED. On CAUTIOUS, won't happen.
Then, common cause necessity, that is sharing wars for 40 turns (not necessarily in one shot) or 40 turns of defensive pact.

In fact, the formula is like this: #TurnsDefPact+#TurnsSharingWars=40. So you could get 23 turns of sharing wars plus 17 turns of defensive pacts, you absolutely get same result.

At last, remains specific whimsical denials from AI's like the one you want to be with is a top dog in score and you are too...and PA disallows top dogs to unify to create more powerful blocks. The concept of PA is a way to fight strong single nations with unification of smaller states.
