It would drastically change this game and make scenarios and mod infinitely more interesting. It would completely rejuvinate scenario making.
It kept me playing civ 2 for years after I would've stopped

But other than that,
No razing cities option
Full diplomatic options in editor
Full terrain editability including landmarks, etc

i would have to agree it would prolly take more than 10000 dollars to get anyone to budge that would make it worthwhile...besides why not do this with civ 4...i intend to buy it...as long as it doesnt do sumthing prodigiously stupid i cant fix via my modding skills

my five things none the less would be...
1. Implement provinces/states
2. Implement Revolutions/Civil Wars
3. Bring back an event editor
4. Implement internal politics in some way and a way to monitor and take advantage of world politics
5. Multilateral negotiations and diplomacy!

(of course all of these things should be implemented properly with all of the things which have been wished for for these things)
