The defend.ini is, if I'm not mistaken, for the "last attack", i.e. the one played when a unit has only 1 HP left.
Some people have been using it, can't remember who. They have been testing the use of this special field. It's used as the last defence before the unit dies.
From what I gather, "Defend" is an "extra" attack, which a defending unit has ~1/20 chance of using when in battle. I'm not too sure about the other workings of it, though, I'm afraid...
