The Senate has 2 members per state, the House is nominally proportional but is actually too small to meet that requirement.

Do they do so? For the budget for instance, is Obama forced to do what the Republicans want or do they all work together in some kind of consensus?
Sorry to ask this but here in France, when the President doesn't have the majority at the National Assembly, he's forced to nominate a government against him (and he basically become powerless).
