Hmm... did you disable events? Some of the stuff in 4UC requires the event system. I don’t think the gopher is one of them, but it does use lua hooks that were added in CBP
 
You're better off enabling the event system, but then disabling all the individual types of events in the game setup
 
But I've played Carthage with events turned off (like always) and it worked properly? Bought Quinquireme, got Culture, bought Missionary, got Culture. That was a few versions ago, though. Maybe it was touched.

Same, everything worked fine with events off, except the GG/GA was buggy.

You've blessed us with a quick update, but I wanted to try the new England! Ahh, I don't know if I can justify playing her now when she still has that underwhelming Steam Mill. What a dilemma.
 
@HungryForFood has intimated that he might start work on a major alteration of the Steam Mill for his Victoria for CBP mod.

If he completes work on that bonus, whatever it may be, I would be inclined towards just matching it in 4UC. Until he has a more firm idea for the new bonuses I will sit tight, but he suggested he might try to make a new DLL table which gives constant yields in the city for every :trade:TR in/out of the city.

More specifically, he was contemplating +2:c5production: for every TR in/out of the city
 
Isn't that exactly the same as what it currently is with the weird Gold per trade route bonuses, except with Production instead of Gold? I think that'd still be unappealing.

Sounds good, there's really no rush. I've got 40 other civs to try since finally committing to 4UC, and I can't play without it now, so Lizzy will have to wait hehehe.

I think it's too much emphasis on trade routes and it wouldn't really change much. How many trade routes can you even have in industrial era, how many of the statecraft, petra, colossus and sea WC resolution with the wonder did you get? This seems pretty boring, by that point those yields are going to be hard to spot. I could see something like "originate all TRs to capital/send them out of it to get a slight help with wonders" as this way it'd be a noticeable 20~ Prod there, but it's not convincing. Better than what it is now, but if it was given on top of a slight base yield increase, it'd be fine I guess.

I made the necessary changes on github and posted a zip file above. You can either build a new version, or simply re-upload the one I already made

Well it's all speculative right now. I'd recommend you take this up with Hungry over in the Britain thread since, as I said, I won't be making the decision on this.

I've checked that thread, and that civ has bonus trade routes that are stronger. Potentially tons more TRs, so in that environment it does make sense. England doesn't get any, so it'd make no sense for me to tell him to change his stuff because Steam Mill that might be fine for Britain as she'll have 4-5 more TRs by this point won't work here as well for Lizardbeth without those TRs.
 
Oops. I forgot to delete the dummy building for white tower. I'm fixed that now
