This could be problematic, as most of the French population in Alaska would be New French or Métis, not Lisist French.

What's your definition of a communist? The Métis Syndicate was a syndicalist democracy, which was heavily unionized and put a great deal of effort into improving the quality of life of its citizenry, as well as a member of the Socialist International. Virginians, on the other hand, have treated our population to their wonderful new technology of poison gas.

Occasional dictator? Bestrfc. How many times has a country become truly socialist/communist, and not just for political reasons? Once or twice. Do you really think that one or two points of data is enough to base a whole theory off of? Hell, if that's so, I could easily conclude that any train-ride in the universe is incredibly crappy and long (and flea-infested). Is that true about say, the Chunnel? Not at all.
Communism does not imply an occasional dictator. Communism works with democracy just as well as capitalism. In fact, excuse me, it works better! I mean come on, seriously, which do you think will be more democratic: the US, or an alternate US that has kept its "Omg we have a democracy we are so coolz1!!11!! LOLZ!" spirit, but instead of wasting as much money as our US on useless lobbying, advertisements, etc, wastes less than ~5% of that money.

OOC: True Communism has never existed. True Communism requires that the state "fade away", and the people basically govern themselves. I agree; it does indeed have a lot of democratic tendencies. It's Leninism that brings in a "proletarian vanguard" (aka dictator), not Marxism. Unfortunately, it is the description of utopia, and the odds of achieving a utopia are really really slim. So RL I'm not a Communist
Watch it, folks. We're drifting into RL politics. Does it belong in a NES? Well, actually, maybe it does. Good to know the theory.
