"We are happy to present the following facts. In the year of our Lord, 1943, the bloodthirsty Russians and their allies were once again outfought on the Eastern Front. For its sins of aggression despite our desire for peace it suffered a loss of 2,964,000 personnel (494 EPs worth of mobilized manpower), 810 tons worth of gold and several thousand square kilometers of very strategic land.
We regret to inform the world that 2,496,000 Axis personnel sacrificed their lives and became martyrs for the families and countries. 730 tons of gold was expended in the effort on the front this year.
For those Russian overlords that are listening, we want you to know. In about a year you will dip under your mobilization levels. In another five years there will be so few young Russian men that you will never recover from war. We shudder with joy to imagine what will happen to such an evil country when it is forced to demobilize with a shortage of 24 million men.
Portugal, Prussia, France, Italy, Romania, Bulgaria, Serbia and Korea will continue to fight and even if some miracle was too occur you will never make it beyond your own land. Thus unless you sign a peace that admits your wrongdoings you are doomed to destroy yourself to make our postwar epoch harder. If you manage to turn this into attrition we will outlast you, for we have a greater population, much more money and fortuitous geography.
The situation is even worse for the exiled Allies. In a few years there will no longer be a sizeable Allied force, with only a trickle of young men for you to waste. If you insist on dwindling out your influence in your colonies then we will have to oblige you.
Certainly they should not keep up with your murderous activities for long, sending their men off to die with noone left home to work when the day comes to demobilize. Spending their treasuries so they will be both bleeding and destitute?
They know as well as we do that through sheer demographic destruction their countries are being destroyed by their colonial overlords. The Axis believes in democracy and freedom, and our countries are free to elect their leader or monarchies under the Grace of God. We defend the freedom of those who are good and punish those whose evil hearts have corrupted their hearts to the degree that realpolitik is no longer even possible. But you, you sullied children - will not allow your innocent colonists to elect their leaders. It is now we see that you did not intend for their freedom or happiness when you sent your hopeful colonists forth, but to benefit from them. Oceanic nations arise to demand your vote! You ARE the nations.
If your overlords believe in even a flicker of their own words they will allow a referendum on the war, as certainly a liberal democratic society would.

With our shallow history in this pact we are rather confused at the moment. It did not seem as if the alliance was demanding anything of you, though much goes on underneath the surface. Ideas were being mentioned, but were expressly claimed to be brainstorming sessions. Though an unmentioned party was actively and openly demanding something of China this was not the act of the alliance as a whole and may as well have been a misunderstanding from a single member under pressure. Perhaps you should reconsider? At any rate we would appreciate any help in negotiating a settlement with the Russian aggressors as this would be great help within the alliance as well as outside.
Prussia feels it must note that it finds such a sudden cessation offensive and disloyal, but note that we do not know the full extent of the circumstances and that we respect the decision and will take no action against it although we despise quitting far, far more than surrender.

The Republic of China has absolutely nothing against the Co-Axial Pact nor anyone in it and hopes to maintain strong ties with its members in the future. The Republic of China simply believes that it can no longer fulfill its obligations to the alliance and that it would be unfair and unclassy to maintain a facade of partnership when in reality, this is an impossability at the moment.

Unfortunately we now find that helping in any meaningful way is an impossibility and this is why we are leaving. Our departure from the alliance is not Anti-French nor Pro-Russian it is only meant to remove obligations that we are positive that we cannot fulfill. We will agree to not attempt to drag you into any messes we may find ourselves in, however we hope this is not the end of a long period of cordial relations between France and China in other matters. After all, we will always have our shared animosity for those damn dirty communist bastards.

3. the Scottish citizen will enjoy all the liberties they had before and are exempt from the draft unless they wish to volunteer to fight the French threat.
4. All military hardware will be surrendered to the English (that is tanks, planes, ships, etc.) to assist with the war effort, however Scottish soldiers will be allowed to go home if they so wish.
5. No more then 10% of Scotland's annual budget will be allocated to war over the next ten years.
6. the Scottish side of the border will be de-militarised to discourage any attempt to break this peace.
If any of these terms are not agreeable feel free to suggest a compromise, however be warned if you will not sign we will be forced to destroy your nation once and for all.
