    The outline is complete, and turned out longer than the outline for the Great War update. We've got some good fun a'comin. Remember the Congressional Massacre from TWTUD? If you do, well, part of this may seem sort of familar.

    AID ORGANIZATION ESTABLISHED. Boston, Republic of New England. A group of wealthy and charitable New Englander citizens have established an organization to provide food and other humanitarian aid to beleaguered nations. The first target for this mission was the war torn British Islands, where food and other surpluses were delivered to prisoners of war and noncombatants. This move by the new Red Cross Organization has been viewed by observers from other nations, who report that it is indeed unconnected to any political aims from the mother nation. Military observers from England and Germany have agreed that they have shipped in no aid to help extend or exacerbate the war. Other nations’ press have lauded this new organizations, and the government of Switzerland has suggested the establishment of the Red Cross on a global scale, based out of Geneva, heart of the most truly neutral nation in the world.

    A NAVAL ARMS RACE? Berlin, German Empire. It seems that despite the bloodshed of the Great War, there could still be another global conflict on the horizon. Various powers have begun a naval arms race for maritime supremacy. Germany, Korea, Texas, and others have begun building up their fleets, sometimes very nearly from nothing. The Republic of New England, the world’s foremost naval power, has responded by increasing the size of its own fleet. Many national leaders clearly believe that the strength of a nation relies on the steel and firepower of its navy. Another example of this arms race is the recent unveiling of the Mexican “submersible.” This craft is a limited dive vehicle which can submerge under the waves. Capable of carrying a crew of ten and 2 torpedoes, this craft could well be refined into a new weapon of warfare.

    A NEW FAD: MOVING PICTURES. Stockholm, Swedish Empire. Technological advancements in the Swedish Empire have led to the proliferation of a new invention, the moving picture machine. This device, approximately the size of a large oven, has a very small screen which allows minimal viewing. These new devices are incredibly popular among children, providing a few minutes of amusement for minor cost. They have been distributed in both Sweden and New England, and have been filmed in small “studios” in the Bahamas and Puerto Rico. (+1 EP for Sweden and New England)

    CIVIL CHAOS IN MEXICO. Mexico City, Empire of Mexico. The year began poorly for the Mexican Empire during the State of the Nation address by the Prime Minister to Congress. A well trained team of mercenary soldiers attacked the Congressional Hall, inflicted numerous deaths upon the politicians, and fled, breaking through the feeble perimeter established by the local police. Ensuing investigations implicated a Dutch mercenary team, now in unknown locations. They were provided with German and Dutch military equipment, and were paid through Mexican funds. The mainstream political parties found themselves devastated by the attack, leaving only the reactionary Imperial Party and the socialist Social Democrats left intact. These two parties have presented evidence implicating each other in the attacks, and have accused the other of organizing the attack in order to achieve political control of the Mexican nation. In response, as per the constitution, the emperor has assumed direct rule over the nation in the hopes of retaining stability. This move greatly angered the Social Democrats, particularly with the resumption of mobilization for the fighting in the north against the natives. After several mutinies in training camps, a mass mutiny securing the Mexican Pacific Fleet for the leftists, and on the front lines, the leftist party leaders in California and the Yucatan refused to recognize imperial rule over the nation. They have demanded that the emperor abdicate in order to establish a republic, while the conservatives and reactionaries have demanded that the emperor move to crush the “rebellious states” as quickly as possible with military force.     ECONOMIC BOOM IN DESERET. Bringhamton, Deseret. With Mexico seeming to collapse into anarchy and growing sophistication of the North American economic system, Deseret has become an unusual center for this growing commerce. Banking centers have been established in Bringhamton and Youngville, as religious contacts overseas allows the Mormons to provide more stable communication. The Mormon reputation for honesty and integrity has not damaged the effort either over the past few years. (+5 EP)

    CIVIL UNREST IN GEORGIA. Savannah, Georgia. The establishment of the so-called emergency military government has led to the canceling of this year’s elections for governor. Riots resulted in Atlanta and Savannah, and Military Governor Wright was quick to call out the military. Civilian casualties are estimated in the thousands and martial law and curfews are being enforced in the largest cities of Georgia. Some of these riots have expanded into racial riots and white military members are reported to have watched as white riots trashed black owned businesses. The Ku Klux Klan, originally established in Virginia, has been reported to have surfaced in Georgia, preaching an agenda of hate against the standing government as well as against the black population. This radical organization has been expanding rapidly in the wake of diminishing resources and jobs in the Georgian nation.

    TEXAN REPUBLIC ELECTIONS. Houston, Texan Republic. The Conservative Party swept both the Congress and Presidency this year, continuing its tight grip on Texan politics. The government has promised to build up Texan power, including extending the ongoing army and navy build up. New ties with Louisiana have been promised, acknowledging at last publicly that they have no intention of “blaming the puppet for the actions of the master” in regards to the previous Louisianan invasion of Texas.     MILITARY SEIZES POWER IN FLORIDA. St. Augustine, Florida. As the civil war continues poorly, even with the arrival of a Mexican expeditionary force, the Floridian military has taken the chance for power. The new military government has pledged to crush the Seminoles at any cost, claiming that civilian restrictions has prevented military success in the field. (+2 Stability)

    MEXICAN-NATIVE WAR. Mexico City, Mexico. As the domestic situation collapses, the war on the front has been marked with failure. The Mexican military has fought against itself more than it has fought the natives. Over half of the reinforcements tasked to help in the north never made it to the front, instead defecting or participating in mutinies. The Nez Perce have managed to press back the Mexican army with massive support as the Mexicans desert or mutiny against the government. In eastern Mexico, the Lakota Sioux have poured through gaping holes in the Mexican defense and have begun pillaging and rampaging throughout the territory. Only limited militia groups and a scattered military presence have managed to contain the damage caused to the countryside and out of the towns and cities.

    SEMINOLE REBELLION. Osceola, Seminole Republic. Fighting was heavy this year between the government forces in St. Augustine and the Seminole rebels. The arrival of a Mexican expeditionary force threatened to drown the Seminoles in numbers, but a timely suppressed mutiny brought disunion to the Mexican force. This has allowed for limited Seminole success in the field, threatening St. Augustine with attack by the rebels. The new military government has refused to recognize the native republic, promising to quell the uprising.

    VIRGINIA ANNOUNCES NEW CONSTITUION. Richmond, Virginian Empire. King Robert II has brought into law a historic new document, promising surprising new freedoms to all those who serve their country. Though it is a restrictive constitution and not as free as Russia or New England, the document has been lauded by a multitude of foreign powers. The Virginian emperor continues to retain more or less absolute power over the nation, but limited electoral processes will be allowed for a new legislative branch of the government. (+1 Stability)

    Central/South American News Report

    PARAGUAY ELECTIONS. Asuncion, Paraguay. This year’s elections were marked by the victory of the Conservative Party. Many attribute this to the rise of communism in neighboring states and the fear that the communists may attempt to use military force to bring the revolution to their neighbors. The conservatives have promised to build ties with the conservatives in Chile as well as Buenos Aires and Peru. The new party has also condemned the Bolivian attack against Peru, and has expressed vague promises of retribution against the aggression. (+2 Stability)

    VENEZUELA ELECTIONS. Caracas, Venezuela. The Liberal Party of Venezuela has continued to hold control over both the Parliament and President as evidenced by this year’s elections. The Venezuelan people enjoy the safest and most secure lives on the South American continent. Some concern has been expressed over the deteriorating situation in Mexico, but most express the belief that the chaos will not spread to the protectorates.

    CUBAN ELECTIONS A FAILURE? Havana, Cuba. The elections this year resulted in overwhelming victory for the reactionaries, who promptly cancelled elections for a Congress or legislative branch. The movement has promised to secure Cuba against “communist incursion,” leading to increased military control over the government. A presidential dictatorship has been established under the rule of Carlos Batista, and the new leader has promised to maintain ties with Louisiana and Texas. (+2 Stability)

    CHILE WITHDRAWS FROM MEXICAN IMPERIAL PROTECTORATE. Santiago, Chile. As Mexico collapses into anarchy, the empire seems at risk as well. The government of Chile has formally announced its withdrawal from the Mexican Imperial Protectorate. The Empire of Haiti is expected to follow, as is Venezuela. The Chilean government has vowed to crush the standing rebellion in the nation and to assemble a defensive movement and alliance against the increased communist presence in South America.     CIVIL WAR ERUPTS IN CHILE. Santiago, Chile. An uneasy alliance of Bolivian nationalists, socialists, and communists have revolted in northern Chile. Led by Bolivian Mariano Arista, this force has seized control of the cities of the north, and have made a bid to control Santiago. The heaviest fighting to date has been within the capital city, though government forces continue to retain hold upon the civic centers. This move is believed to have been in response to the Chilean withdrawal from the Mexican Imperial Protectorate, assuring the rebels that the Mexicans would not be able to intervene. Furthermore, the announcement that Chile may attempt to lead an anti-socialist movement in South America outraged the leaders of the national Socialist Party, prompting encouragement to rebellion. The rebels have taken up arms, as they gain support as well from underground Bolivian communist movements.

    JAMAICAN REBELLION CRUSHED. Kingston, Georgia. Georgian military forces, with the aid of various other fleets launched a massive offensive against communist positions in Jamaica. The Jamaican military forces did not seem to possess the will of their leadership and broke under massive barrages from the sea. The Georgian military rounded up and hung the leaders of the rebellion. Order was quickly restored. Despite this, there have been scattered reports from Haitian and Mexican observers of atrocities committed against the black residents of the islands, though there has been no confirmation. The Georgian government stated that civilian casualties may have been high, but it was due entirely to the dastardly communist regime.

    SECOND PERU-BOLIVIA WAR. Sucre, Bolivia. For the second time in less than five years, the nations of Bolivia and Peru are at war. The Bolivians, hearing that Peru may intervene in the northern Ecuador Civil War, launched a surprise attack into southern Peru. Though this offensive started off better than in the previous war, the Peruvians, using superior technology and training, soon shattered the Bolivian forces. Using experiences gained with the New Englanders in Quebec, the Peruvians easily destroyed the Bolivian army, retaking lost territory. With no sign of any further Bolivian forces, Peru has launched an invasion of Bolivia, easily brushing aside the remnants of the Bolivian army. Sucre is expected to fall within the first week of January 1908.

    ECUADOR COMMUNISTS WIN CIVIL WAR. Quito, Ecuador. Through overwhelming numbers and support, the military government of Ecuador has been destroyed by the communists and socialists. It is believed that Ecuador received a large amount of money and supplies from outside sources, though the New Englander government has refused to state who to the press. No one is sure if New England will return to restore order to the wayward protectorate, but the new government has pledged to fight to the last to maintain their independence.

    European News Report

    BELGIUM ELECTIONS. Brussels, Belgium. This year’s elections in Belgium proved decisively in favor of the unifying Socialist Party. Though some wealthy objected, the Socialists have promised to nationalize the nation’s railroads as well as building up internal sufficiency. They have promised to keep the country secure against foreign invasion by nationalizing assets to better use them in the nation’s defense. Furthermore, they have promised to equalize working conditions and provide better treatment to members of the military and industrial workers. (+3 Stability)

    DANISH EMPIRE ELECTIONS. Copenhagen, Danish Empire. The Danish Empire took a turn away from previous years’ reactionary policies with the victory of the Dansk Konservative Folkeparti in the elections of 1907. The new conservative regime, while maintaining Denmark’s stance on internal policies, have promised to reign in relations between Denmark and Sweden, particularly in the wake of the new king’s statements towards the Swedes. The Danish conservatives have promised to repair the damage in the Baltic and to maintain Danish economic and political independence from foreign powers and abroad. (+3 Stability)

    PORTUGAL ELECTIONS. Lisbon, Portugal. The 1907 Portuguese elections have been acknowledged as a continuation of the norm of Portuguese politics. The Moderate Party has continued to maintain their political control over the country. The Portuguese government has promised to maintain Portuguese security and neutrality on a global basis.     A NEW KING OF SWEDEN. Stockholm, Swedish Empire. King Oscar II died this year as he fell to the cancer which marked his last few years of reign. The new King Gustaf V has declined to comment upon any political motivations as the new monarch of the Swedish Empire. Observers believe that the new king is too interested in parties and celebrating than affairs of state, leaving everything up to the nation’s Parliament. (+1 Stability)

    MUTINY IN FRENCH ARMY. Algiers, French Empire. French military forces, penned in Algeria, awaiting transport to France proper, mutinied after several months of waiting with minimal supplies. The French logistical organization was strained trying to bring these forces back from the Zulu Empire, bringing them overland the entire way. The revolt was harshly suppressed by other military forces, though it quickly became chaotic. The French soldiers rampaged through Algiers, devastating the city and harbor. Casualties were heavy among civilians and soldiers alike. Needless to say leftist press has denounced these actions by the military. They have begun to rally support for their cause for the 1910 imperial elections. (-1 EP; -13 Infantry Brigades)

    SOCIALISTS SPUR RIOTS IN GREECE. Athens, Greece. Protests based over prices of food in Athens turned into full scale riots as local socialist organizations regaled crowds with stories of atrocious working conditions on the railroads and in the factories. The crowds rallied in riots lasting for nearly a week. The government was forced to declare martial law and order was quickly restored as nearby regiments were called in to maintain stability.

    SCAPA FLOW DEBATE. Glasgow, Celtic Union. Two competing naval bases have been constructed in the Scapa Flow region, as the Celts lease out the northern tip of Scotland to the Republic of New England. In response the Danish Empire has rented the Orkney Islands to the German Empire, which has begun constructing their own naval base in the region. This has fuelled tensions between New England and the German Empire once more, as both sides continue their competition in the naval arms race.

    ITALY FINISHES RAILROAD STANDARDIZATION. Rome, Republic of Italy. A three year long project to develop and standardize the nation’s railroad system ended this year in Italy. Trains have begun more smoothly traveling up and down the Italian peninsula, but overall the effect on the Italian economy has been miniscule. This is partially related to the rise of the automobile in Italian commerce, and the raising demand for paved roads for autos over railroads. At the very least Italy now has a more reliable way to transit troops and logistics to any possible point of invasion.

    ITALIAN CAR INDUSTRY STARTS WITH A ROAR. Milan, Republic of Italy. The underdeveloped resources of northern Italy have spurred a new industrial boom as French technical experts help Italian capitalists set up new factories. The Italian market has flowed with demand as Italians begin demanding the new cars in their markets. The Italian manufacturers have found it nearly impossible to keep up with demanded, as cars seem to be bought literally as quickly as they can be produced. (+2 EP)

    ANGLO-CELTIC WAR. London, England. Fighting continues in the brutal conflict between England and their Celtic neighbors. The war has become exacerbated with the direct intervention of the German Empire. Over three hundred thousand German soldiers arrived in the British Islands, hoping to force the Celts further north. In June, the English and Germans launched a massive combined offensive after a week-long artillery barrage. They met with disaster. Though they reduced the front lines to a moonscape, they found second and third defensive positions, stronger than the first. Furthermore, they were outnumbered and outgunned by the Celts, who inflicted a humiliating defeat upon the Allied army. In the wake of the failed offensive, the Celts managed to gain back their first line of trenches as well as advancing into the first and second lines of English trenches before being halted by German reinforcements. The deadly trench struggle continues throughout lower Scotland and in Edinburgh. At sea, light Celtic ships have struck at the English blockade, sinking several isolated task forces and winning some minor victories around Ireland.

    ZEPPELIN TRANSPORT A SUCCESS. Lisbon, Portugal. The formation of the Portuguese Air Transit Company has achieved massive economic success in Portugal and Sweden alike. The new zeppelins have demonstrated an efficient way of transporting people in style and luxury through the skies. Several “Zeppelin ports” have been established in Portugal and Sweden, allowing for smooth and comfortable airborne transportation. The new company has reported record profits for the field of passenger transport. (+1 EP for Portugal)

    African/Middle Eastern News Report

    LIBERIA ELECTIONS. Forsythville, Liberia. This year’s elections has seen a continuation of Liberal Party control over the government, despite a strong contending against the Conservatives and Socialists. The Liberals have promised to continue the improvement of the military, integrating the defected Zulu fleet into their standing forces. They have promised to maintain Liberian security and protection over their small African nation. (+2 Stability)

    ABYSSINIA CRUSHED. Addis Abada, New Englander Empire. The year began incredibly poorly for Abyssinia and went downhill from there. A campus revolt of students and Islamic unrest forced the Abyssinian military to be scattered across the country. When the New Englanders landed in Arnoldka, they easily crushed the woefully obsolete and under-trained Abyssinian military in the region. As turmoil grew in Abyssinia proper, Islamic leaders invited the New Englanders in to restore stability. The remaining Abyssinian forces were scattered and demolished in detail as the New England military paraded through Addis Abada. The New Englanders have placed the former king under house arrest and have established a governor over the region. Martial law has been declared and the New Englanders have recruited from the Abyssinians to help keep socialist tendencies in check.

    OTTOMAN ECONOMIC BOOM. Ankara, Ottoman Empire. The Ottoman Empire has put extensive funds into internal development over the past few years, and has literally struck gold. New mines have been found and established, as well as of more worldly materials including iron and coal. They have used their newly acquired funds to spur industrial growth and establish new factories and industry, bringing the Ottomans to revived heights of their economy. (+4 EP)

    Asian/Pacific News Report

    NEW KING OF KOREA. Seoul, Korean Empire. King Yi Myeong Bok died in bed this year, leaving the nation temporarily bereft of a leader until his son, Yi Cheok was proclaimed the new monarch. The old monarch’s rule was marked by consolidation of Korea and Japan as a single entity under the Korean throne. He was also noted for his victory over Russian arms in the Great War, assuring Korean independence and dominion over China. The new king has promised to continue his father’s works and push towards increased ties with China. (+3 Stability)

    POPULAR REVOLT IN CHINA. Zhengzhou, Chinese Empire. Tired of the warlords and their policies, a popular revolt has been launched across central China. The workers in the cities alongside the poor from the fields have launched a massive rebellion, overwhelming cities and garrisons. Su Man Chu, the Gansu warlord, seeing the tide turn and his army rebel has stepped down from his position, offering his services as general to the newly proclaimed republic. The wealthy leaders have accepted his aid, and have announced the creation of the new Republic of China. Mass defections were prevented in the Imperial Chinese Army, as Korean took over payment of the soldiers, a more reliable source of income than the fledgling republic. These troops have been assisted by the Korean military in holding a defensive line against the republicans, also crushing sympathetic revolts in Zhengzhou and other cities. The various warlords of China outside of Gansu have not recognized the new republic, and have begun making preparations for warfare.

    KOREA ESTABLISHES FURTHER CONTROL OVER CHINA. Zhengzhou, Chinese Empire. With the imperial Chinese government failing to maintain order, much less pay for its soldiers, the Koreans have taken over the role of payment to the army. The Koreans have begun paying the full wages of the Imperial Chinese military, helping keep them in line even during the most recent rebellion. The Chinese government has also revised its bureaucratic system to be more in line with that of the Korean Empire. The Koreans have begun training these new employees, further cementing their control over the Chinese government. (+4 Stability in Chinese Empire)

    PHILIPPINES REBELLION. Manila, New England Empire. The New Englander government has at last restored imperial rule to the entirety of the Philippines. The remaining rebels were shattered after a vicious struggle for the island of Davao. The island was dug in by the rebels, who hoped to break the New Englander army. While they did manage to inflict heavy casualties upon the invading force, their efforts proved futile. The collapse of the largest pocket of resistance on the island, the remaining rebel movements surrendered to an offer of amnesty from the colonial government.

    CONFLICT CONTINUES AMONG WARLORDS IN CHINA. Guangzhou, Guangxi. The warlord of Jiangxi has once more entered into the conflict in China, attacking the warlord of Guangxi. In response, the Korean Empire, which has promised protection for the southern Chinese state, has launched a full scale invasion of the northern Jiangxi coastline. The defensive forces have been smashed and the armies of Jiangxi have been completely routed, though attempting to establish a new front. Yunnan has managed to blunt the worst of a Korean attack and has even managed to launch a successful offensive deeper into Guangxi. Fighting has reportedly been heavy throughout the entire region, perhaps spurring some of the republican rebels to revolt.

    TREATY OF QINGDAO. Qingdao, French Empire. The Korean and French governments have signed a landmark treaty in the wake of the destruction of the French Royal Navy during the Great War. The Koreans have pledged to protect the French imperial possessions throughout the Pacific Ocean from any third party. In exchange the French have sent officers from their naval academies to train the Korean navy as well as allowing basing rights within all French ports in the Pacific. This move has been seen as an extraordinary diplomatic success by the Korean Empire.

    Wishing to see a quick end to the war between Peru and Bolivia, Germany (speaking on behalf of Bolivia) and New England (speaking on behalf of Peru) have reached an agreement. It is as follows.

    1.) Pre-war borders will be returned.
    2.) A 2km demilitarized zone will exist along the Bolivian side of the Peruvian-Bolivian border.
    3.) Peru will be paid 8 EP in reparations over the course of 4 years.
