It seems clear that the people of Ecuador have chosen and support the current government, but to alleviate any fears we call for free and fair elections to be held as soon as possible. Wishing to see a quick end to the war between Peru and Bolivia, Germany (speaking on behalf of Bolivia) and New England (speaking on behalf of Peru) have reached an agreement. It is as follows.

No, these rebels cannot be granted independence. The best way to solve this problem is to get rid of them. Granting them independence is what will cause Mexico to be engulfed in chaos. If you wish to help Mexico then foreign assistance is more than welcome and you might end up getting something in return.
