After debate and consultation, I have determined to add a Manpower stat into the rules. This will be updated into the stats within a few hours. This stat represents a ranking of the amount of people available for military service. This is in order to prevent massive armies for those who cant sustain or actually raise them.

Also a warning to all colonial powers: Be warned if you plan to start a colonial conflict. If the lesser peoples see you killing each other, they may think it's ok for them to do it too.

Regarding manpower. So when we raise troops do we subtract the number of troops raised from our manpower pool? And the +20 or whatever is the manpower growth each turn I take it? What happens if we exceed our manpower?

the paranthesis is the number each turn, and you do subtract away from the other number for recruit.

Germany does object to Russia simply moving her troops into the Balkans. These are your protectorates, would you so quickly abandon them? That being said, if indeed violence is used, is that not also a sign of their unwillingness to join you? The Austrians wanted to be united under German rule, not conquered, and they were not.
