We ask that you withdraw from New Jersey and declare a cease fire before this situation is blown out of proportion, and out of North American control. A four-party talk between New Jersey, Pennsylvania, New England, and Virginia can then negotiate a treaty that will secure Pennsylvanian interests and keep stability in the region.

Unfortunatly, we have decided that it is necessary, for the safety of both the Pennsylvanian and New Jersey people, and for that matter, all of their neighbors, to return New Jersey to Pennsylvania. We had hoped, when we decided to give them independence, that a self-governed New jersey would not turn out to be the war-mongering, agressive state it was before we were forced to invade them the first time, when they, for no reason, decided to invade Pennsylvania. The incident in which they mined the Delaware, killing innocent civilians, and Virginians, gave us a preview of what was to come. Despite our hopes, independent New Jersey turned out to be no better than it was before the Great War. Two times they harras our shipping, seeking to undermine our rights. Thanks to the diplomacy of yourselves, they were stopped the first time around, but when they continued their crimes, we had no choice but to invade.
This invasion should never have happened, if not for the agressiveness of New Jersey. We did not wish for it to come to this. Indeed, the price was very large, as we had feared, with over half of our military being destroyed and even our economy suffering, yet it was a necessary step to take. We could not sit by silently while this agressive reigm threatened our sercurity and citizens. But we bare the people of New Jersey no malice. They will be treated with the same equality and fairness they enjoyed when they were last citizens of Pennsylvania. Their leaders will not be harmed, but allowed to retire peacefully, whether to the countryside of New Jersey or even France if they wish. The damage done to New Jersey during the invasion will be repaired by the government, bringing prosperity to the New Jersey people. Indeed, we are afraid that the extensive damage caused to the country during the recent fighting will take quite a while to fix under Pennsylvania, let alone if they were independent. We would be afraid that they could not support themselves if we did happen to give them independence.
As you have seen, France has completely blown the situation out of proportion. They declare war for our invasion of New Jersey, and the fact that we are so called 'communists', while in fact, neither is any reason to invade. Pennsylvania is not communist, really we are not even socialist. The Socialist Party merely happens to be in charge of the government at the moment, because that is the will of the people, as we are sure you understand. Our invasion, as we explained, was in self-defense. We had even offered to repay France for the loans the made to New jersey, but because of their ridiculous attitude towards this subject, sadly they shall not be regaining their money. If they had wished for the return of said loans, they would have done well to act in a manner befitting of this serious situation.

Just because we are occupied by treacherous peoples does not mean we do not exist. Regarding aid from France, we are willing to provide documentation that well over 10,000,000 Francs (10 EP) were sent to us after the end of our war. As for the the current situation, we made it known that we were going to end anti-pirating efforts which caused inconvenience for Pennsylvania. Also, we never had engagements with any Pennsylvanian ships at any point after the war, we merely boarded, asked for proper authorization, and escorted the vessels out of our waters. Your idea that we provoked this conflict intentionally and with armed force is preposterous. We demand you leave our lands immediately before serious harm comes to innocent people via a large scale conflict or the actions of the Devils.
