To HRH King Francis II of Galicia

May it please your Majesty,
For nearly one hundred years, your nation was the sole Polish nation. However, there is now another, the kingdom of Poland. Now, at last, two of the three partitions of Poland are free! I speak for not only myself, but also for the Sejm and the populace of Poland when I say that we believe that, in this new era, we should work together for all the Polish people’s collective wellbeing.
We understand that, upon your succession to the throne of Galicia in 1946, you promised to your people a national Duma. You have not yet made this a reality, but we feel that it would be best for all the Poles if, instead, our nations merged our legislatures, making our two nations one, in all aspects except having separate kings. This measure would no doubt not only save Galicia the expense of setting up a new constitutional system, but would also provide our nations with mutual security, and increased trade. We are also willing to engage to bring Galicia’s infrastructure up to Polish standards.
In addition, your Majesty would gain power across the whole combined nation alongside me. We propose that both of us would possess the right to veto laws; all ceremonial duties would be performed by each of us in our own country; we could share the right of tiebreaker vote so that I hold it in the Senate and you hold it in the Chamber of Deputies. We would each be able to force debates by the senate and we could each force parliamentary debates on particular issues forty times a year.
We suggest that the number of seats in the Chamber of Deputies would be increased to three hundred and twenty, and that the extra seats would be allocated to Galician districts. We also suggest that the number of seats in the Senate would be increased to one hundred and twenty, and that these extra seats would similarly be allocated to Galician districts.
We are, of course, willing to merge our nations whenever you want, whether this year or in several years time, although, if you agree with our plan, we see no reason to delay.
We hope that you will consider our suggestions carefully, and that you will agree with us in doing what is best alike for yourself, for the Poles, and for the Galicians.

@EQ: If Galicia agrees, spend my EP on the full integration of the Galician and Polish laws and economies, and, if there is enough left over, on bringing Galician infrastructure up to Polish standards.
