For the half-dozenth time, there is no deadline as Update 0 will not involve player orders, though it MAY Involve some diplomacy. I will not say this again, here or otherwise. As I have just returned home, it's unlike Update 0 will occur tonight.

Virginia will agree to a mutual pact of cooperation whereby Chicago and Virginia agree to collaborate on an economic and defensive level. Chicago's capacity to export Ohio goods and products to the international market is beneficial to Virginia, while the business Virginia brings to the Chicago port is a vital source of income for the City-State. We would like to continue this arrangement and improve it where possible.

Guess that's the benefit of a tiny population.

Virginia would like to join as with only observer status until a formal decision can be made as to whether or not such an organization would be beneficial.
For starters, it would be a general agreement to cooperate in terms of tariffs, quotas, and subsidies for good traded between our two nations. As a defensive pact, Virginia would agree to come to the aid of Chicago only if Chicago would agree to do the same for Virginia.
