Virginia will agree to a mutual pact of cooperation whereby Chicago and Virginia agree to collaborate on an economic and defensive level. Chicago's capacity to export Ohio goods and products to the international market is beneficial to Virginia, while the business Virginia brings to the Chicago port is a vital source of income for the City-State. We would like to continue this arrangement and improve it where possible.

Nijeria notes that most of Africa is under the magnificent rule of France. We believe the rest of Africa is perpetuating its own irrelevance by failing to have any body like APACS that can coordinate its common action for its common good, especially as the independent parts form a fairly contiguous body stretching along Africa's west coast. Therefore we propose the establishment of the Conference for West African Co-operation (CWAC) to help us to trade and research in common, and prevent the escalation of disputes by our nations on any matter.

We ask New England, Sweden, Virginia, South Africa, Ovambia, Togo, Mali, Liberia, and Nova Brazil to join the association as equal members.

We would appreciate it if Virginia could grace this with a reply. :)

For starters, it would be a general agreement to cooperate in terms of tariffs, quotas, and subsidies for good traded between our two nations. As a defensive pact, Virginia would agree to come to the aid of Chicago only if Chicago would agree to do the same for Virginia.

I'd love to give Pennsylvania a try, if possible?
