Personally I think you should do Military first. Then maybe you can get Industry specialization to increase IC/PC, maybe spend a couple of turns building stuff to exloit natural resouces or building farms to grow your population.

He had decided how to expand in this world. Rhode Island is the key. Massachuttes is much more of a problem. Although their Militia are not as advanced as His infantry.
