No, what it means is that the ministers who still support Pushyamitra Sunga are going to try and hatch a conspiracy and try to get rid of Salisuka. A rebellion may occur if they can muster enough strength (votes).

I'm putting the succession to vote. Each voter would be in position of a minister. It will be on a first come first serve basis. You can chose either to continue the Mauryan dynasty or to establish a new autocrat in power and end the dynastic succession.

Candidates :

Pushyamitra Sunga (1 votes): In power, he would focus on military after completing the projects started by Ashoka and Samprati. He intends to de-centralize administration giving policy making powers to ministers. Hereditary succession would depend on ministerial assent failing which a new candidate must be introduced. If no candidate is available, the ministerium would take control of the throne and rule as an oligarchy for five years till a suitable candidate is made available. In the realm of foreign policy he intends to keep peace and deterrence as was the situation in the time Ashoka".

Salisuka Maurya (4 vote): In power, he would focus on research and expansion as a priority area. The projects begun by his predecessors would be abandoned in favor of training new military units for the immediate conquest of the Chola lands. The army of Takshashila is to be moved South. The centralizing structure would remain where ministers would only handle administrative work while policy decisions would be the sovereign right of the samrat. He would make hereditary succession law.

Vote by writing the name of your favored candidate. Voting will end tomorrow at 10 pm Indian Standard Time. Once the vote is made, the ministry shall be constructed.

The present status of the voting. I must say I'm a bit surprised by the results. I should have made it clear the first time I guess, that under the new Sunga regime, I would be giving ministerial positions to players where they can set out policy.
 
It'd be nice to be able to set down policies, but we've been having way too many battles lately. Just give India some time to be peaceful and focus on science for a bit. If we take the Tamils now, we can save ourselves from some quarrels in the future
 
Seriously though, constant rebellions make rebellions seem less, important or disastrous if they happen every 10 years :p
 
I'm honestly not satisfied with the way DOC does India. I am preparing another India story as the Mauryans but in RFCA. For starters, 5 years don't pass with a single turn in the classical period and dates are visible without calendar. It makes it easier to make a story out off. It won't be an interactive game :) .
 
Okay that makes sense, which "India" will you rule as?

The Mauryans :) . It'll be a spin off game, from the point where the Mauryans come in this game. It'll be a UHV game, my intention was to showcase that mod and make another nice India story :D . I hope people like this one.

Just FYI, the last rebellion happened almost 100 years back and since then, India was threatened by invaders but a large scale rebellion did not happen. Shishunag II tried to take Magadh but failed, Alexander tried to take India but also failed. Whether or not a rebellion happens depends on the players.
