Numidia
Numidia had once been a kingdom which had close ties to Carthage. Numidian Cavalry dominated General Hannibal's ranks, being among the most efficient horsemen in North Africa. After the Punic Wars, however, the Kingdom of Numidia had been taken over by Rome.
Juba IV, descendant of two former kings of the new Numidian provinces, had joined the "Numidian Resistance Movement" -- a rebellion that intended to first heavily damage Rome's holdings in former Carthage, then reestablish themselves as a self-run nation -- with the hopes of leading his people to true glory. Though for the moment they were forced live as barbarians, without the luxuries or comforts of the Roman [or Egyptian, or Persian] citizenry, it would eventually pass that civilization would be refounded. So long, anyway, as the resistance movement didn't get crushed.
On another note, small nearby true-barbarian tribes found the quest of the Numidian resistance to be an admirable one and, with the proper payment, would donate troops to the Numidians...
Orders:
1) Send a full force of 2,000 Horsemen to the north to plunder any and everything they can from Rome in the more eastern areas of former-Carthage...however, they should remain AWAY from organized resistance and retreat when faced with a superior enemy. HOWEVER, IF a flank attack could realistically deal a heavy blow to a Roman military force with minimal Numidian losses...execute it.
2) Muster 500 Archers from nearby tribes. [-1 Gold]
3) A raiding party of 2,000 Warriors is to trek to the north and attempt to plunder the most western areas of former-Carthage. If they cannot reach it within a year [unlikely], or are faced with heavy and organized resistance, do not execute.
