It is the point of view of the Russian Imperial Government, as well as His Imperial Majesty By the Grace of God, Emperor and Autocrat of All the Russias Vladimir I Alexandrovich Romanov himself, that the current crisis is nothing but an attempt to discuss and establish civilized and considerate limits of great powers' intervention into the affairs of smaller states. The Empire of Japan submits the following proposals to the view of Great Britain, France, the United States, and Russia. We feel they reflect our concerns and begin to suggest pathways towards the resolution of this matter.

1) The establishment of anti-slavery patrols in and around the Sea of Japan and East China Sea. Designated craft in international or Japanese territorial waters will have the authority to board and inspect craft for the presence of slaves, be they African or Asian, and to effect the immediate liberation of those individuals in accordance with international law and civilized custom. Japan is happy to take on the greater burden of this duty, but we invite representatives of all interested powers to join us with full access to Japanese ports.

2) A recognition of Japan's unique security relationship with Korea. Japanese troops, in the recent Sino-Japanese War, were instrumental in establishing that polity's independence and sovereignty. In the event of domestic unrest or foreign invasion, it is Japanese military might that would provide security for the Korean monarchy. Further, control of the Korean peninsula by a hostile power would be a grave threat to the security of Japan itself.

3) A recognition of Japan's extensive economic interests in Korea, alongside the investments made by the other powers. Japanese businesses and industry have a firm hold in the Korean state and we are the main importer of their resources. While other powers have their own investments, none of them are as vital or important to them as Japan's are.

4) A recognition of Japan's ongoing efforts in modernizing the Korean state. Not only does Japan provide infrastructure investment, but we are also cultural role models for the Korean people. Like them, we emerged from a period of backwardness into a modern industrial nation. We would like to see a Japanese role in advising the Korean government, allowing us to push forward efforts to reform their judicial system to allow full equality under the law and protection of private property, for example. Our millennia old cultural relationship with the Land of the Morning Calm makes us uniquely suited for this brotherly role, in a way that the Confederates cannot provide.

5) A recognition of continuing Korean sovereignty and independence, which Japan in no way seeks to abrogate or undermine. All of our concerns (economic, diplomatic, judicial) that we sought to address with our previously proposed Treaty of Friendship have been amply demonstrated to be true. Korea not only rejected that treaty, but entered in an unequal economic and political relationship with a nation that has threatened foreign economic interests, damaged Korean international reputation, and strengthened a barbarous and backward cultural practice.

The tone and language of the Confederate communique is completely unacceptable. It is beyond the pale and utterly devoid of dignity or respect.

The very fact that Japan was invited and NOT the CSA is further proof that this conference has no true care for the good of the Korean people. It was this Japanese heavy handed attempt at de facto annexation of the Korean people and state that caused the Korean people to seek to formalize the agreements that already existed between the CSA and Korea.

As Chile is an established and stable democracy and a bastion of liberty and freedom in the Americas, has been a loyal friend to the USA, and has been a long-standing economic partner of our nation, we hereby enter into the following agreement with the Chilean government.

The Valparaíso Treaty outlines a defensive military and strategic alliance between the United States of America and Chile.

Article one, in summary, outlines how United States of America guarantees the independence of Chile and pledges to come to its assistance should it be attacked by a foreign nation. Similarly Should the United States be attacked by a foreign power and request the assistance of Chile, she similarly, would lend her assistance to the USA. Should either party engage in offensive war with a third party, signatories would not be obligated to assist one another (ie- this is a defensive military alliance).

Article two, summarized, states that the Valparaíso Treaty defines a port area in western Valparaíso, wherein the USA would be free to build and operate a military naval base for its use. Such territory would be available as of September, 1900. Within the confines of this base and on US ships in harbor, US citizens and military personal would be subject to US laws and not Chilean law. US citizens and military personnel would be subject to Chilean law when travelling outside the US base area.

Article three, in summary, outlines the role of US army and military advisors might have in assisting their Chilean counterparts should they wish it. Effectively it means that should the Chileans request assistance in modernizing their military strategy or doctrine, the US would provide said assistance (at cost).

Article four goes on to praise the joint dedication to democracy and popular empowerment within both nations and is basically fluff to make diplomats feel good about themselves

The US-Brazilian São Paulo Treaty of 1900

Brazil pledges to provide the United States of America a 15 years lease, at a cost of (1EP) per year on coastal land near Santos near São Paulo. The base will primarily be used to resupply and support United States naval vessels operating in the vicinity.

United States military personnel and contracted citizens operating within the base will be subject to US laws. United states military personnel and citizenry operating outside the base will be subject to Brazilian law.

Excepting those areas considered ‘secure/secretive’ construction of the base will be performed by Brazilian laborers under United States Department of War engineers. Brazilian engineers will be free to access the construction site provided they remain in areas not considered ‘secure/secretive’.

This treaty will come up for renewal in 15 years.

Korea has made a choice.

Korean culture and Confederate culture are close. Despite Japan's statements on the military nature of the agreement, there has been immense cultural exchange. Baseball, for example, is huge in Korea, while Korean Cuisine is very popular in Richmond.

Again, the slave trade has been illegal for the better part of a century. The only slaves that would travel between the CSA and Korea are trusted house slaves, who cannot be sold outside of the CSA.
