Russia claims that it has brokered a new ceasefire which neither Baku nor Yerevan have confirmed.
Of course, the previous ceasefire was backed by a Russia which is looking ridiculous in Ukraine, so even if there were such a ceasefire that'd be inherently shaky.

Yes. Membership in such organisations implies and reinforces international acceptance of such countries' actions. If Russia had had its teams suspended from competition in 2014, its World Cup and Olympic Games suspended, it wouldn't have seen the rest of the world as accepting its (partial) invasion of Ukraine and its military intervention in Georgia.

If you mean that NATO should ‘do something’, I wonder on what grounds, given that Azerbaijan is backed by a NATO member which already had a mission to ‘exterminate the Armenians’ both during WWII and then afterwards, while Armenia is not a NATO member.
