You gain a certain amount of economy each turn (The economy number right beside your treasury) and then you spend it on anything you think your country needs.You also gain economy from your colonies,as per the counter (2/3) on a colony means you'll recieve your economy next turn,but then you'll have to wait 3 more to recieve your next economy from it.

The amount of troops you raise per economy level depends on your population.The amount of ships you build per economy level depends on the amount of production you have.

Really all you have to do is kick alot of ass
