Not to pee on anyone's parade, but you can download the Microsoft Image Resizer (a free tool) that'll do that sort of thing for you. Alternatively, even a fairly 'basic' image program such as Paint.net would be able to do that for you.

Gimp handles all my photo resizing needs. Gimp is top of the line when it comes to free image manipulation software, I wouldn't use anything less powerful now.
