Every city that was building regular spears are switched to something else, mostly curraghs. One way to dig out of our current tech hole is to find the other continent.
Another way to dig out of a tech hole is to grow. Most of our cities are size 2-3, if we could grow them to size 4-5, then we would have doubled our economy. Many of our cities are growing very slowly, like +1 food per turn, that's going to change.
Yet another way, and perhaps the best way in our case to get out of the hole, is to attack Germany. They are weaker than us right now -- they have no Iron.
The Great Library is a long shot by now. Russia is in the Middle Age already, and the Pyramid is still not finished. I don't like our chances.
I break up our warrior blockade. After the next city is settled down, there will be no more legal city spots left for the AI. The warriors are spread among the cities as MP's.
I also dial down science to 10%. There are 2-fer's out there, with Germany being so behind, we just need to gold to execute them. we're at 11gpt, paying 11gpt out to China.

IBT: Russians complete the Pyramids. Chinese cascade to the ToA. Some AI's on the other Continent complete 2 other wonders.

Washington: worker->warrior, Washington is back down to size 3, and we're down to +9gpt.
A few more curraghs are completed, they are sent on their way.
IBT: French complete the ToA, and Japan end up with the HG.

We still have +8gpt left. Once a few more cities grow, we should have enough for another 2-fer.
I could have gotten another tech from Germany if I send them some gpt's, but I didn't want to tie the hands of the next 2 leader. As it is, we're free to attack.

More random thoughts for the next leader to digest
We're down but not out. Remember to only trade when you have a chance to buy 2 or 3 for the price of one. And only improve those tiles that can be used (For example, don't road the forrest when there are BG's around or plains needing to be irrigated).
Buffalo is a good place to use the short whip:
- when it grows to size 2, swap to galley and whip, then immediately swap back to harbor.
- when it grows to size 2 again, it should have 40 shields in the box, whip the harbor.
- Make sure to connect Buffalo via road in 12 turns or so, but it does not need to be connected before that. Use our workers judiciously.
All spear builds can be switched to Sword when Iron is connected. With 3 barrack towns, let's not build anymore regular troops. The other cities can build catapults. Check that, let Washington supply the MP warriors in between its settlers, other than that, no more reg troops.
The max size for most of our cities is 4, though if you don't mind running 10% lux (IMHO well worth it), we can run most of them at size 5. Let keep all of them as big as possible, that's how we can keep economically strong. When cities are about to grow too big, build workers/settlers out of them. Boston is the only city that can grow to size 5 without lux.
We could use a lot more workers, just don't take our cities down in size by building them. I was on my way to turning Washington into a worker town, but the discovery of a southern island gives it a bigger priority.
We're still researching lit at min. There are some real beakers been put in already, so if you buy it from someone, it will be at a slight discount. Not a useful fact except if China picks up lit before Germany, this tech will make the 2-fer somewhat cheaper.
I think half a dozen vet Swords + a few vet spears + some cats should be enough to start the war.
