Scavenging/Military
Repeat the expedition up the coast expedition up along the coast as far as Sebastian, accompanied by several of the canoes and the rafts. This force will include 90 combatants on foot, 10 lasers, 30 2-H guns, 50 1-H guns and the 4 canoes will be manned by 20 people, with 20 1-h guns borrowed from Refuge. These will pull the rafts to try and increase the transport abilities of the expeditions. Another 50 people with 1-h melee weapons split from both Liberty City and Refuge will accompany, as will the Overseer. This expedition will focus on scavenging the more northern areas south of the St. Sebastian River (as well as the islands) and will work their way south if they still have carrying capacity.
Repeat the port St. the Port St. Lucie area. 30 armed people with 10 2-H guns from St. Lucy and 20 1-H guns will protect 60 people from there and Liberty City as they do this.
As well, a force of 30 people with 5 lasers, 25 2-H guns and each with a 1-H melee will scout down around Port Mayaca and Indiantown, particularly for a good place for a settlement with which we can control the eastern path around Lake Okeechobee, as well as an assessment on if the St. Lucie Canal has completely silted, or if it could be dugout again to make usable, if it is not currently usable.

Pack Leader’s Challenge: A tribe with a similar history to our own, fleeing the tyranny of Caesar’s Legion and the anarchy of Texas, has arrived in Yazoo City not far from us. Reports indicate that they wiped out the peaceful town of Iverness to the north, but they are conflicted on what spurred the vicious struggle. Some say that the settlers attacked the tribe first, while others claim the attack was unprovoked and that they are seeking to conquer and spill blood. We have received no contact from the Chairkey Tribe itself, but they are definitely approaching our settlement. How do we respond to this possible threat?
Pack Leader’s Solution: Based on our successful diplomatic exchange, the Chairkey People will be welcomed into the Transmississippean Confederation. They can safely pass to Yazoo City and build their settlement there. If they find some other land better suited for their town, they can freely claim it, as long as it’s not taken by the Wasteland Wolves and communities we protect.

COMBINED FORCE OF FACTIONS WIPE OUT PITTMEN THREAT! Various radio news networks throughout the Sunshine Wasteland have begun broadcasting reports of a massive battle taking place near the ruins of Atlanta. By all reports, this is easily the largest battle that has taken place in the known history of this part of the Wasteland, and the bloodiest, even counting the fighting against the Army of Minorne further south. The vicious and massive band of refugee raiders from the Pitt were intercepted and relentlessly attacked by the combined forces of the Enclave, the Georgia Reclamation District, and the Maritime Collective. Using advanced military equipment including bombers and air based attacks, these three factions managed to destroy a band of raiders nearly four times in size and number. The fighting was spread out over the course of several days as the Pittmen were lured into the outskirts of Atlanta, and bombarded by howitzers and bombing runs persistently both at day and night. Eventually, once in the ruins of Atlanta itself, the factions launched a massive ambush and battle that raged for nearly a week. By the end of the brutal fighting, the Pittmen were dissolved, scattered, or killed, the few survivors fleeing across the wasteland.
BIDDING WAR ENDS AS TOWNS BURN. Crisis has threatened to engulf what was once central Florida. The former towns of the now defunct Kingdom of Heaven attempted for a time to peacefully integrate with three possible factions: the Corporate Trade Federation, the New Gulf Commonwealth, or the Sunshine Kingdom. Peaceful negotiations were underway between Ocala, Oscargrad, and Citra with those three factions, as the leaders of the towns were lobbied by the larger parties for membership. Sadly, this was quickly rendered moot by the actions of a fourth faction. Vault 37, seeing an easy target for raiding and enslavement, sent a large force against both Oscargrad and Citra, conquering the cities and razing them. The few unlucky enough to survive have since been put to work in Fort Freedom, where the men labor in the fields or in Pinellas, while many women have been put to less pleasant involuntary labor in the growing underbelly of the Sunshine Wastelands largest town. People in the other factions have been outraged at Vault 37s action. The only other remaining town formerly part of the Kingdom of Heaven, Ocala joined up with the New Gulf Commonwealth without conditions, seeking safety in numbers.
SUNSHINE KINGDOM ESTABLISHES PROTECTORATE. A new treaty signed between the venerable Sunshine Kingdom and the newly declared Universal Reclamation Project has brought the Kingdoms influence further west into the ruins of Orlando. The long thriving community has been declared a protectorate of the Sunshine Kingdom, but it maintains its overall domestic autonomy and development. While it has not been annexed into the Kingdom, it will be given the full military protection of the Queen, and have her as their official head of state. This has been proclaimed as a major political coup for the Sunshine Kingdom, though some concerns have been expressed by representatives of Vault 37 and the New Gulf Commonwealth that this may give the Sunshine Kingdom more access to the treasures of the ruins of Orlando than previous agreements would have allowed for.

Core of Matter

The Core of Matter has focused on their slow course of development, sending out probes into the wider Sunshine Wasteland. This was interrupted by a major raider attack on Albany, as a large band of ruthless raiders sought to raze the town and take the wealth within. Despite lacking any substantial fortifications, the people of Albany repelled the raider attack, but at a heavy price. Many were killed in the ensuing battle, nearly ten percent of the towns adult population. A new radio tower began broadcasting out of Albany in the aftermath, so the town was swift to recover and develop. An expedition was sent to the south, seeking new salvage and contacts. The town of Camilla proved to be empty, but a decent amount of scrap was recovered from the ruins. They had previously only been passing through on their way to the true destination of Pelham. They found that town to still be occupied by a minor farming community that welcomed the salvagers in peace.

Commissioners Challenge:A group of ghouls have arrived, looking for a place to settle. Weve never previously seen ghouls that have retained their full senses and language. Corporate Trade Federation

The Corporate Trade Federation has had an uneventful start to the year, though they have faced increased competition on their frontiers. What had been a bidding war to gain control of Citra and Oscargrad against the Sunshine Kingdom and the New Gulf Commonwealth was rendered moot when the warriors of Vault 37 razed both settlements with extreme brutality. On another front, salvagers in Jacksonville have faced stiff local competition from an independent company called Luigi Bros Salvage Company. They have fortified a new outpost outside of the boundaries of previous CTF salvage runs, and have been opening their own recoveries onto the local market. They have evaded taxation from the Federation, which is believed to have raised some ire from the corporate leadership.

CEOs Challenge: Its probably election year! Under previous legislation, the position of high CEO is an elected spot, and weve got three good contenders this time for our new leader. The Allied Corporation has continued to keep up the enigmatic Arthur Chamberlain as leader. The New Age Corporation has offered instead a more charismatic candidate who is popular with the people of the towns. Lastly, a consortium of loosely aligned smaller companies have offered up a candidate known to be a skilled scavenger, backed by the salvage companies in Fort Jacksonville. Who does the board select as our new CEO?
Empire of America
Spoiler:
The Empire of America has welcomed a new type into their ranks. Their recent barbaric actions against other free settlements has intimidated and impressed many raider tribes in the Alabama or Georgia areas. The Emperor has agreed to admit these tribes, providing they obey the laws of the Empire. The laws themselves have been fairly loose and not much beyond the old army regulations and occasional decrees. The raiders have for the most part agreed, providing a source of recruitment for the builders of the empires armed forces. This worked out greatly to the Empires advantage as a new expedition was sent through Birmingham, fighting a large number of ghouls on the way. When they arrived on the other side of the ghoul-infested metropolis, they encountered a settlement of vicious raiders in the stronghold of Leeds. These raiders had heard of the destruction of The Field, and they not only willing, but happy to join the Empire.

Emperors Challenge: The new recruits are unruly and vicious, and many problems seem to stem from their use of various chems for recreation. Some of our older staff members and leaders have suggested illegalize chem usage, to prevent unfortunate occurrences of death by overdose and other problems. Others have suggested that we enable the addicts, as the benefits offered by some chems, such as increased speed or strength in battle will outweigh the erratic behavior on the home front. How do we respond to this issue?
Georgia Reclamation District
Spoiler:
The Georgia Reclamation District has suffered many losses, but this has been mitigated somewhat by numerous successes and victories. The greatest victory, of course, was that against the Pittmen. Combined with the forces of the Enclave and a not as well-known faction from far south called the Maritime Collective, the GRD managed to stage a victorious offensive against the raiders. In a drawn-out battle that raged all along the former route known as Interstate 75, the GRDs militia did well in defeating the raider scum. Sadly, none of the food or water supplies of the raiders were recovered in the aftermath, but ample stores of munitions and weaponry were turned over to the GRD by their Enclave backers. This has greatly bolstered the weapons stockpiles of the District, including both conventional and melee weapons of all types.
Other successes were had in combination with the Enclave further south, as a new expedition was sent from Alls Well to scout out the western suburbs and outskirts of Atlanta. The city center itself is still considered too dangerous to operate regularly in, though rumors indicate a fortified Enclave outpost somewhere within. The expedition was mostly a success, though they had to call in Enclave air and combat support three times. In Fair Oaks, they had difficulty with the base defenses of Dobbins Air Reserve Base, as the robots and automated turrets inflicted severe damage on the expeditions robot vanguard. Then, in Smyrna they ran into remnants of the Pittmen and were forces into a nasty firefight, but once again the Enclave managed to wipe them out with intensive firepower. They were able to catch a break at Vinings, when they found a struggling settlement calling itself Vinland. They were welcomed, and informed of the constant ghoul and cannibal attacks than emanate from within downtown Atlanta and warned of several unsafe routes around the area. After completing limited salvage operations the expedition pushed on to Mableton where a cannibalistic hostile raider tribe had made camp. Once again the expedition was threatened with being overrun and Enclave air support was called in to clear the area. The expedition returned home with a goodly amount of scrap, their efforts considered to be a strong success.

Governors Challenge: Several years ago we decided that our institute should follow a course of research that would benefit the future. Our researchers have since spent their time identifying several more specific avenues of research we could pursue and have developed the top two options for the Governors review. The first that has been considered is research into genetics and the manipulation of mutated genes, ideally to cure people of mutation caused by radiation or to develop new physical abilities for mankind. The second proposed course of research has been into the field of cybernetics. They suggest that this field of research could use mechanical components to enhance people. Which course should our researchers pursue?
Maritime Collective
Spoiler:
The Maritime Collective had a start to the year featuring both victory and defeat. An expedition was sent west of Mobile to salvage the town known as Pascagoula on the old maps met with extreme difficulty. They began shuttling people from the east on the factions small boat to the area to harvest scrap parts, and managed to retrieve some, but the temporary encampment came under attack by a massive group of vaguely humanoid creatures using rifles and other firearms. The vicious firefight that emerged resulted in the loss of almost half of the expedition before the creatures were driven back. The expedition quickly evacuated the survivors, and caused them to return home earlier than most had expected.
The bigger news, however, was the new relationship between the Collective and the mysterious organization known as the Enclave. After the appearance of emissaries from this faction, the Collective has agreed to open up trade and cooperation to the alleged heirs to the old American government. Part of this cooperation has been the sale of over half of the Collectives supply of fuel to the Enclave in exchange for a large amount of ammunition and a share of the spoils from an upcoming fight with the feared Pittmen. Vertibirds flew back and forth frequently throughout these six months between the Georgia Reclamation District and Pensacola, spurring trade, particularly after the defeat of the raiders. A massive amount of ammunition and weaponry was supplied to the Collective, greatly bolstering their stockpiles to unprecedented heights.

Mayors Challenge: Our frequent interaction with members of the Enclave have led us to consider if we are Americans. Our people have never really thought about a national identity outside of the confines of our town or local community. Now, with the Enclave demonstrating their power against the Pittmen and our close cooperation, weve begun to wonder if, like the Georgia Reclamation District, we too are the heirs to the lost United States of America. So many now wonder, do we consider ourselves American or something new?
New Gulf Commonwealth
Spoiler:
The New Gulf Commonwealth has managed to continue to prosper, even under the growing shadow of the strength of Vault 37s young empire. Distractions like food contamination or minor raider attacks on Ocoee have been fairly miniscule in importance throughout the year, the Commonwealth is powerful enough to take these sort of events in stride. The emerging crisis and opportunities caused by the collapse of the Kingdom of Heaven has led to the annexation of the former capital of Ocala by the Commonwealth. The destruction of Citra and Oscargrad by Vault 37 motivated the town elders of Ocala to quickly make up their minds and join with the Commonwealth over other possibilities, citing security as their primary concern. Upon pooling resources, it seems that the town and the Commonwealth are well suited for each other. This has been viewed as the greatest political triumph for the Commonwealth in years, adding greatly to its respective strength towards other wasteland factions.

Governors Challenge: A number of people in Ocala lost friends and family to the attacks by Vault 37 on Citra and Oscargrad. They are understandably outraged and quite a few have organized themselves into an impromptu militia, announcing their intent to wage a guerilla war upon the vault dwellers. Needless to say this could strain our relations with Vault 37 and may be inadvisable. How do we respond to this issue?
Sunshine Kingdom

After the disasters of last year, the new year seemed to be offering more hope to the people of the Sunshine Kingdom. Scavengers from New Fort Cocoa have met with triumphant success in at last penetrating the robotic defense of Patrick Air Force Base to restore the community of Edge. The robots were destroyed and brought off line and a decent number were actually recovered to act as the restored towns first line of defense. The armory of the town was salvaged and most of the weapons recovered from within along with all of the towns old farming equipment and supplies. Despite some of it not being cared for over the past few years, all of it has been deemed recoverable and complete. Settlers from New Fort Cocoa have quickly moved to recover what they can and establish new lives for themselves in an already built and defended community.
Despite the good news, there was some bad too coming from the west. The Sunshine Kingdom had undertaken enormous efforts to help the supply of the newly independent towns of Ocala, Citra, and Oscargrad. Unfortunately, or perhaps fortunately, the towns of Citra and Oscargrad were destroyed by the warriors of Vault 37 before the supply caravans could be sent from Satsuma. This act outraged a number of members of the Sunshine Congress, mostly spearheaded by the political bloc backed by the Cult of the Damned. They have declared the act by Vault 37 an atrocity that should be met with a response by the Kingdom. Supplies were sent to Ocala, but the attacks by Vault 37 quickly drove that town into the camp of the New Gulf Commonwealth instead. Still, the leaders of Ocala sent a letter of thanks along with various arts and crafts hand produced from their community and a few pre-war treasures and luxuries.

Queens Challenge: With the completion of designs for the new Deepwell, were now looking into other research possibilities. Our research into improved water production has given us some insight into possibilities of increasing effectiveness of hydroponics and other farming methods. We believe we could double or triple hydroponics farm production without increasing water use if we pursue that line of research. Alternatively, we could step back and start other proposed routes of research, including into robotics or restoration of a rocketry program. What course should we take in our research?
The Survivalist Union has been thankfully free of the drama and crises of the north, keeping to themselves and minding their own business. Multiple expeditions were sent out with varying purposes seeking to bolster the faction’s stockpiles of supplies. Two expeditions, one around St. Lucy and one up to Sebastian were simply seeking to retrieve scrap from already scouted and observed areas. They were successful, bringing in an ample stockpile of scrap parts to help future construction efforts. The most interesting expedition was sent to the southwest towards Lake Okeechobee, exploring the mostly quiet areas down in that direction. Indiantown was easily scouted and looted for supplies, though past salvage operations had almost looted it all. They were very lucky to find an untouched cache of assault rifles, likely stowed by some other group or individual. They had less salvage luck at Port Mayaca, which had no remaining structures still standing. Headman’s Challenge: Business at the New Strip has begun to really pick up recently in the past six months as more underground entertainment is established. While none of these institutions are technically legal under even our highly libertarian laws, they have been attracting people to more legal attractions. Should we attempt to shut down the illegal businesses with the risk that our legitimate businesses will suffer or find another solution to this issue?
Universal Reclamation Project

Now that the Universal Refuge has become a protectorate of the Sunshine Kingdom, it seems likely that they will be able to pursue their own affairs in peace at last without fear of attack. A new marketplace has been established, hoping to attract caravans and traders from the ruins of Orlando or act as a stopping point from trade to the eastern parts of the Vault 37 empire. The Project has quietly continued salvaging its part of Orlando, but for the most part has stayed out of other factions’ ways. Surveyors have examined the parks in more detail, ignoring the old hotels that are used as the main housing facilities for the current residents of the faction. Talk has even begun of the possibility of reopening some of the rides. Many turned out as various brave volunteers have begun to learn to ride motorcycles and the talks of competitive racing has excited many people.

Master of Ceremonies’ Challenge:As we’ve begun to implement caps into our own local market system and move away from bartering and trade, our leaders have begun to discuss the possibility of taxation. Taxation policies are used effectively to gather caps for the use of the state in the Sunshine Kingdom and we should consider following their example. Even a minimal tax of a mere 1 cap twice a year per adult would yield us one thousand caps every six months. Should we tax our citizens, and if so, how much?
Vault 37
Spoiler:
The people of the empire of Vault 37 have entered a new year with continuing prosperity, as the Overseer confines himself to the grounds of the Palace after numerous assassination attempts. Last year's events have only made him even less popular, even among those who had previously blindly supported him. Still, his chosen seclusion has made it much more difficult for would-be assassins to get at their target. Business has mostly proceeded as usual as salvage operations continue in all relevant cities and the tide of immigration remains in. Unfortunately, operations were disrupted by two separate incidents. One was a raider attack on the town of Timber Hold which was barely repulsed by the local militia, damaging the fortifications, as the community only just managed to protect their homes. Much further to the east, during a regular supervised salvage run into the ruins of Orlando, reportedly the slaves and their escorts were attacked quickly and efficiently, wiping out the guards and freeing the slaves. One of the few surviving guards claimed that the Sunshine State Troopers were responsible for the attack, recognizing their uniforms as they disarmed the slaves' bomb collars. The slaves themselves have vanished with their rescuers to parts unknown, greatly decreasing the amount of scrap collected for the empire.
Vault 37 struck fear once more into the other Sunshine Wasteland factions as they struck out at the remnants of the Kingdom of Heaven. While other, less confident, factions bickered and bargained attempting to annex the towns of Citra and Oscargrad, the Vault struck ruthlessly. A major force was quickly mustered from the empire's tributaries and marched to the north, bypassing a terrified Spring City. They first hit Oscargrad, which proved to be the more difficult of the two battles. Backed heavily from the Sons of Oscar, the inhabitants chose to fight to the death rather than surrender. Portions of the bunker were collapsed on both the attackers and defenders and hundreds died in the process. The Vault prevailed, but only dragging out a handful of slaves from the ruins and little else. The attack on Citra was much easier, as the town lacked any substantial defenses and was not expecting an assault. The howitzers proved effective and as the town burned, a large portion of the populace was captured alive.

Overseer’s Challenge: We captured a large number of young females from the fighting at Citra. As per orders, all were enslaved and placed at Fort Freedom, particularly in the wake of the events at Ventura City. While some have gone immediately into hard labor in Pinellas County, a goodly number of the prettiest ones have found themselves enslaved in hidden brothels in Fort Freedom. Some of our leaders, including the overseer's wife have objected to this form of slavery. On the other hand, it's proven good for business in the local market, a strong attraction for passing caravans or immigrants. How do we respond to this issue?
Wasteland Wolves

The Wasteland Wolves have come to an arrangement with what some would be a hostile force, the tribe known as the Chairkey People. They have since settled down at Yazoo City and become part of the nebulous Transmississippian Confederation. No one is really sure what this confederation will accomplish just yet, but many are hopeful that it will pave the path to a peaceful new future for all concerned. Unfortunately, the Wolves have had less success on other fronts. An expedition to Madison was met with hostile rebuff from the people of Old Trace who have claimed that area as an exclusive salvage zone for themselves. The expedition pushed on to the north, seeking to scout out and salvage the ruins of the town of Canton. Unfortunately, they found a wary community still intact there, who were similarly highly protective of local property and salvage. They stated that the Wolves had no right to salvage in their territory and refused to allow them further scavenging in the area. With these setbacks the expedition wound up returning to the Wolf's Lair empty handed, with all disappointed at the poor turnout for their efforts.

Of course traditionalists in our own community object to this course action, fearful that their own cliques and peoples will find their own languages and dialects minimized if such a course was taken against another people. How do we respond to this issue?
Workers' Republic of the Reclamation

The Workers' Republic has continued on with business as usual, continuing regular salvage operations to the usual areas. The expedition to Savannah was saddled with a new objective this time, to penetrate deeper into the city center and find a location for a settlement. While the city is fairly worthless for farming, it seems practical to have a base of operations closer to the source of so much potential salvage for the republic. The expedition performed their usual salvage operations and used their advanced equipment to keep ghouls at bay, marking the Savannah Golf Club as an ideal location for a settlement, allowing a good base and clear fields of fire. They also reported mysterious aircraft and power armored soldiers establishing a base to the east of the main city at the ruins of old Fort Pulaski. They did not attempt to approach these people, but did record the constant passage of their aircraft. The other salvage expeditions did their jobs and found new salvage locations for future efforts. Sadly the northwestern expedition announced that Springfield was tapped out of possible supplies, but that the towns of Clyo and Newington were still ripe for salvage operations. The northeastern expedition hit usual locations but also attempted a foray to Parris Island. Unfortunately the island seemed locked down by robotic base defenses, making anything less than a full-scale assault a suicide mission. Both expeditions returned with full packs of salvage, adding to the faction's stockpiles.

Also I realized that I had two fortifications levels in your stats, so I’ve adjusted your fortifications level for the Universal Refuge to the correct amount of seven. Lastly, because this is an alternate universe and this world lasted an additional 62 years beyond our own, there’s no reason that the rides at the theme parks are anywhere close to the same as the ones we have now. We should probably talk more in depth about the possibilities and costs of hotels/rides over Steam someday.

Yeah, I assumed the tribe could be annexed and my faction renamed into the Transmississippian Confederation (oh, what a pain to type that name each time... oh, well). Thank you for asking, though.
A lithium atom, the proposed flag for the Atom Union.
This is a proposal from the Core of Matter to our neighbouring settlements of Easebur and Arlington. We hope that through this union,which shall respect the independence and boundaries of each member,we will be able to better co - ordinate our common defense and trade programs, while also helping develop each settlement with resources from each member, as such hoping to achieve equality between all of us.
Thus, this is the proposed way the Atom Union shall work. We ask of you to vote on this matter and on details, for we truly believe this is the best way for each of us to proceed forward into a new era:

Article I: The Name
The Union between the founding members of Arlington, Core of Matter and Easebur shall be named the Atom Union. This will be done in order to show the devotion of each member to the well - being of the whole union, while also reinforcing the close ties between all members.
Article II: The Flag
The flag, as per accordance to the name of the Union, shall be an atom. The number of the core's particles and the electrons will be adapted each time a member enters or leaves the union accordingly.
Article III: Form of Government
The government of the Atom Union shall fit the democratic ideals that characterise our community. The governing body will be a council. As such, each settlement shall send 2 representatives that will hold the popular vote. Consequently,at all times, the number of total representatives in the council will be the double of that of the members, no matter the population of each city. This will be done to ensure that there is no dominance from more developed members. The governing head of a member can not be a representative to the council.
Article IV: Duties of the Council
The council shall be held responsible for general matters regarding the co - operation of the union's members, the conduct of warfare against the common enemies of the union and the development of weaker members.
Article V: Development Priorities
Should the council not decide on the target of development funds, something that is to be expected, priority will be given to the members with less supplies of scrap material. Should two members have the same amounts of scrap material, then the member with the least population shall be given priority. The council will then decide the number each member shall contribute, which shall be proportionate to the development and the amount of scrap material of each member.
Article VI: Responsibilities of the Members
The members are responsible to use the development funds for constructions that will lead to their growth. Attacking another union member will lead to sanctions and, in extreme cases, expulsion from the union.
Article VII: Trading between members
The products of union members will be preferred, and as such, it will be sought that tariffs should be eliminated between union members.
Article VIII: Immigration
The members should seek out a common policy regarding immigration towards union members. Immigrants will be allowed within the union only if they have no political connections with raiders. Exceptions can be made if the council decides so.
Article IX: Research
If a council acquires a new technology or discovers knowledge regarding a scientific sector, it will agree on entering the union that it shall share them with the rest of the union members. This will be instrumental to the equal development of all members.
Article X: Emergencies
Should a member state enter a period of emergency, such as lack of food or housing, other members are obliged to help in any way they can through the joint efforts that will be established by the council.
Article XI: Independence of the Members
Unless an action conflicts the decisions of the council or the laws of the Atom Union, members retain their independence even after joining the union.
Article XII: Appeals
If a member believes that it is being wronged by the decisions of the council, a special appeal shall be made that will result into a conference of the head of each member. This conference is more powerful than the council and the appeal is to be used as a last resort measure.

Let it be known that the tribes of Wasteland Wolves and Chairkey People are going to unite this year into the Transmississippian Confederation. If you ever decide to join our ranks, we will provide our support to the development of your communities and will respect your local rights and traditions. Your settlement and your people will be allowed to send its representatives to the Assembly of Elders that currently gathers biannually in Wolf's Liar, in the prosperous land of Flora. All of you who find pleasure in suffering of others, all of you who consider other people their property or food, all of you who rape and pillage peaceful settlements - beware, for one day we will come to take your lives. We will come not as raging warriors, but as relentless hunters. Your lives will be taken, your bodies - burnt to ashes, and your names - erased from the history. May the Great Wolf kill you swiftly.

It seems to us an agreement has to be made on which territory should be considered off-limits for our scraping parties. Let us know what land you consider yours and if some sort of joint ownership can be arranged. We take it that Ridgeland is a core territory of Old Trace community. However, Madison is equidistant from Wolf's Liar and Canton, and it seems to us only fair that all three communities should be able to gather scrap metal there. Please note that we suggest it as friends and potential allies and not as competitors or enemies, so we're naturally open for a compromise.
