What was the outcome of the congress? Did you refuse to hand over the city or simply voted NO in congress?
 
Prussia starts with Capitalism in 3000 BC and 600 AD. But starts with Agrarianism in 1700 AD.

Prussia also starts with 3 extra techs in 600 AD (Economics, Chemistry, & Scientific Method). It starts with agrarianism in 1700 since they lack economics, although I'm confused as to why America starts with Agrarianism (thus making them the CSA).
 
Well,speaking of congress,there was a bug that when I refused to give a city to someone,nobody declared war on me!
Not necessarily a bug. IIRC, civs that are significantly weaker than yours won't declare war if they don't think they have a chance of winning.
The AI doesn't actually take it's chances of winning into account (maybe it should though).

It's mostly a random chance influenced by a couple of factors, including a civ-specific willingness to go to war over these things. The chance increases depending on how many civs have voted yes, and how strong the global defensive pact network is.

Brazil Starts with free Market in 3000 BC. But in 600 and 1700 AD starts with Merchantism.
Arabia starts with Vassalage in 600 AD. But in 3000 BC starts with no Organization Civic.

Yeah, but also because there is currently a bug in that section that mistakenly decreases the chances under certain conditions that should actually increase them. A fix will be up later.
 
If I supplied the missing Strategy texts would you use them? Or do you prefer to write them yourself?

He will use them. At least, he used many strategy texts I wrote. (see revision 764)
 
Cotton has no buildings attached to it.
Tobacco, Tea and Coffee have no normal buildings attached to it (except for Salon).

Colombia doesn't have a vassal name under the USA. Also England has no city names on the off chance it needs to settle Sir Lanki.

You can try selling the slave to France. In general slave is worth very little in early part of the game(e.g. 0gold, 6 gold etc.).

Won't take it, which is good. I think the problem is specific to Mali.

Problem is, I think, that slave is considered to be worth 0 gold, so they won't offer any gold for the deal. This is like when you are trying to sell known maps to other civs or offer cities to them. They will take them, for free as a gift but not for a price.

I'm interested in how the dynamic slave price mechanic works. Slaves can be worth from 0 gold to 200 gold to civs like France. How?
 
Also, I bet a dollar on the problem not being specified to Mali.:p
