The AI doesn't actually take it's chances of winning into account (maybe it should though).Not necessarily a bug. IIRC, civs that are significantly weaker than yours won't declare war if they don't think they have a chance of winning.

I'll correct these.Prussia also starts with 3 extra techs in 600 AD (Economics, Chemistry, & Scientific Method). It starts with agrarianism in 1700 since they lack economics, although I'm confused as to why America starts with Agrarianism (thus making them the CSA).
If I supplied the missing Strategy texts would you use them? Or do you prefer to write them yourself?

Won't take it, which is good. I think the problem is specific to Mali.You can try selling the slave to France. In general slave is worth very little in early part of the game(e.g. 0gold, 6 gold etc.).
