Yes. War should not be a way to increase your economy or industry, even through conquest. Conquered industrialized or economically-useful territory should not provide any benefits until the war is over. ("Toteone syndrome" is now the NES name for "big gets bigger.")

Essentially an economic and military pact that would make sure the South American nations wouldnt fall victim to European expansion. Brazil is still British afterall, the age of colonialism may not be over in the eyes of the Europeans.
