The Kingdom of Vinland applauds the principled stance taken by Austria and Brandenburg. It has been with profound disappointment that we have watched as the League of Continental Nations have hemmed and hawed about the manner in which Russia is to be punished or if it is to even be punished at all. A refusal to throw out Russia for its actions, in the eyes of the outside world, is effectively a declaration by the League that they are complicit in and tolerating of Russia's genocidal policies.

Let us explain our stance, to the respectable nations of the League who will doubtlessly protest that we have declared their complicity in the Rape of Poland and the Purging of Prussia.

Russia will not change its actions based on foreign actions. It is an uncontrollable force, and to think that Russia will accept paying a fine or some other form of restitution is foolish. In a direct quote from Representative Dmitri Reznov of Russia, "The League cannot force Russia to do anything."

Herein we have a fundamental lack of accountability. Russia has openly stated that they are free to flaunt the charter of the League of Continental Nations. While rules may apply to the smaller and less powerful states, Russia may act with impunity, and it will be forgiven for doing so due to its military utility.

Russia exists for Russia's own sake, not for the sake of the League. Every action Vinland has watched unfold in its brief time as an observer has been for the furthering of Russia and Russia alone, not once have we seen Russia doing something to actually strengthen the League, unless we are to believe that their stated justification for why they should go unpunished was actually a selfless attempt to protect the domestic autonomy of the League's nations.

"If the League attempts to punish us for this incident, it will set a precedent that League members are not allowed to punish rebels and traitors in their own nations in the manner of their choosing. This will foster a sense of legitimacy amongst potential rebels that such uprisings will succeed because the League will not allow the affected party to deal with them as they should: with enough force to end the rebellion and send a message to other would-be rebels what will happen to them if they rise up."

It is painfully obvious that Russia will not budge. It has made its stance clear with its actions, and clearer with its words. It acts without any checks on its power, with nothing but a few half-hearted voices providing verbal- but not tangible- opposition from within the League. Given this, any attempt to make Russia pay reparations is meaningless and willfully ignorant.

In summary, Russia is not interested in the League as an organization, beyond its purposes as a group of bumbling yes-men and its ability to seemingly legitimize Russia's actions. It has shown itself to be unaccountable to the law, and it seems terrifyingly likely that they will soon do something that makes even the recent slaughter seem minor. Any action short of ejecting, sanctioning, embargoing and otherwise diplomatically isolating Russia is implicit tolerance of Russia's business as usual, and will be interpreted as such by Vinland and much of the outside world.

For a supposedly neutral and peaceful nation, you seem awful opinionated about things that happen in Europe. Why no outcry for the treatment of the American slaves? Or their continued oppression of their own people in their Northeast? Or the extermination of the Native American tribes? Perhaps you should worry more about your own neighbors before nosing into Russia business.

We have had much outcry with the United States in the past, and it has only been in recent years that we've had rapprochement- it is not coincidental that these years are also the years in which America has taken dramatic steps to bring an end to the disgusting practice of slavery. It is our hope that America can once again be made into the shining beacon of liberty that it once was, and we have seen promising, if decidedly hesitant, steps towards this goal.

The Skraelings engaged us in warfare, and we met them with warfare. We did not slaughter their women and children en masse. We have gradually displaced and assimilated them over centuries of settlement. Some of them have become Christianized. Others have retreated, of their own free will, to the underpopulated lands of the west, where they continue to practice their primitive lifestyles. But never has there been a systematic slaughter of noncombatants.

Sometimes, my good ambassador, it takes an observer far separated from the immediate political realities of region to point out its flaws.

On the matter of the league of Continental Nations

As is known, the League has failed to take decisive action to condemn Russian actions in Poland and Prussia. This modern experiment thus far has been shown in this test of its ability to be objectively unable to ensure peace for the people of Europe and fulfil its stated goals. This has greatly dissapointed the Holy See, which desired that the league expel Russia for its actions as a collective condemnation in light of the abomination it has sanctioned and committed. As such the position of the German Economic league is entirely justified in its actions of departing the league in protest as a principled stand at the hostage-keeping of the league in regards to Poland and Prussia by certain nations, who should be ashamed in the light of the 400000 souls brutally murdered in Russia's name.

The Holy See will as such be considering its options in regards to the League. However we make it clear that as of present we remain in the organisation. This is to ensure that the voice of the Holy See and all that it represents and speaks for is heard in the league, and also to provide if necessity requires it a diplomatic link between various otherwise dissasociated nations in the European theatre of international relations. Something which the Holy See as a neutral state can reasonably provide.

OOC: Shush you. ;) But seriously, what I got from the updates in the pre-NES that there were slaughters, but they were predominately military, and the rest were scattered and driven off, rather than systematically exterminated to the last. Also, the implication that Russia views Poles and Prussians to be on the same level as warlike pagan savages not even possessing simple things like metal tools and literacy is rather revealing.
 
The United Kingdom applauds the Vinlanders for their progressive stance on the murder of the Prussians, and would furthermore like to officially recognize and laud their efforts to rescue many tens of thousands of Poles and Prussians during the Great Flight.

With the hopefully temporary withdrawal of Brandenburg and Austria from the League, it will only take one more Aye to pass the motion that will remove Russia from the League. Flanders had previously abstained, as we were hoping for some kind of contrition or acknowledgement of some guilt by Russia. There has been none. Therefore, as Chair of the League, Flanders issues an ultimatum to Russia. They must either send a representative to the International Court of Justice, so that a trial may be held and punishment, if the evidence warrants punishment (and evidence abounds), may be meted out. If Russia refuses this ultimatum, Flanders will know that Russia has no place in this League.

The United Kingdom will withhold acknowledgement of this frankly last-minute endeavor until such a time as the Russians are found guilty for their heinous crimes and forced to account.

The Confederation would like to restate its commitment to its purely defensive alliance with Russia. We would like to point out that it is not least through us that the Brazzaville Accords have been brought into fruition, eliminating the possibility of Russian expansion in that quarter for the time being by bringing about a working agreement between the Scandinavian factions. It is our opinion that the specifically defensive nature of our alliance with Russia indeed does rein in Russian expansion, as well as, more obviously, reining in the potential for assaults on Russia, and the effect of this is to perpetuate the world's current peace.

We are deeply saddened by the decision of Brandenburg to withdraw the GEL from the League, and we feel that such a withdrawal from a fundamentally benevolent and equal organisation, however fulminating and bureaucratic, can hardly be beneficial for anyone. We also feel that this is highly precipitate, and that Brandenburg's behaviour borders on the absurd, seeing as, if Brandenburg had actually exercised its vote in the League and voted to expel Russia, the Count Reznov would already be on a ferry to Riga by now. Nevertheless, we hope that the GEL will return to the League either now, or on the basis of Flanders' declaration above, or in due course.

Unfortunately, even if Russia were to be forced from the League, it would do little good. The fact remains that the League is unable to punish the members of the League for the most heinous crimes, and Brandenburg is disgusted to be affiliated with nations that feel that Russia's actions do not require any reaction from the League, which numbers 8 prominent nations

We had previously intended to keep this private as it has naught to do with current events, but given present circumstances Occitania feels the need to make its decision heard.

Occitania hereby declares itself neutral in world affairs and a member of no international organizations.
We will be seeking a guarantee of independence from Spain.

This has naught to do with recent events in the League and the slander against that august organization. The motion to expel Russia has received nothing but votes to either immediately expel Russia, expel Russia unless various conditions are met or votes to punish Russia somehow.
Rather this decision is made out of King Louis III's vision for the future of Occitania in the mould of such nations as Flanders and Brittany.
 
OOC: As a matter of fact, the NPCs have voted; it is human players who are chiefly responsible for the fact that the motion has not yet passed.

Spain find itself in the odd position of agreeing with Brazil for once, and applauds its brave and intelligent initiative to ban supporters of genocide from the Olympic Games at Rio.

There was a time not many years ago when Vinland was leery of Spain's role as a world power, but we are pleased to see that our impression has been greatly transformed by our observation of the principled stands made by the Spanish Government both in public fora, and in the discussions Vinland has observed in the League.
