However, we have many reasons to believe that their passage through the Straits of Gibraltar is fraught with risks for Spain, because they have many times stated their hatred of Spain. Not to mention, that the Brazilian ships had nothing to do in the Mediterranean that could not be done with a smaller fleet, or even with just merchant ships: from the moment they initiated the crossing of the Straits in their way to Naples, it has been obvious that it was all an attempt to provoke a war while casting themselves as the victims, especially considering the obscene and antagonizing actions of their sailors as they did so.

OOC: I for one must applaud the consistency of Spanish diplomacy for the past eight decades and how their diplomats use their tried and true tactics. They always work! We of course refer to the customs of the freedom of the seas that prohibit interference between another nations ships except in times of war, particularly granting innocent passage through territorial waters. We don't live in a world of pirates and privateers anymore. (OOC: I know that a complete international treaty wasn't drawn up until the 20th century, but the customs of the freedom of the seas and admiralty law are centuries older. Since we don't have privateers anymore it seems, I had assumed that such a concept had gained legitimacy in the last two centuries.)
