All right, as there have been a larger number of new players, I have determined to provide a couple of samplings of the style of orders I like. Not mandatory of course, just make it easier for me. These all come from the previous update and have been partially editted to conceal dubious dealings. One important caveat: This is wartime. Your orders should probably be lengthier than any peacetime orders based on the ones I've provided below, depending on the style you prefer.

The first is from Circuit, and he is not the only one who provides in this style. This is what I'd consider the maximum effort before bordering upon dangerous length. There's no penalty if you don't do it this way, and to be perfectly frank, in some cases, the longer the orders, the more likely something will be missed by me. Afterall, it's just me here, reading through all the orders sent in.

Domestic:
END OF US ELECTIONS SEE GOVERNMENT COMMITMENT TO END SLAVERY: While the US elections went as predicted, the US government, in response to international pressure, has declared that it is now committed to ending slavery.
President Wareing declared that the Martial Governance Council, the ruling military body able to outrank the Congress, has voted unanimously to begin ending slavery, as the issue has become a national security concern as international animosity grows.
The President has emphasized the government's commitment to a smooth from a slave-labor to wage-labor economy in the South, and to ensure that profits of industries are only moderately impacted, if at all.
The program is slated to take place over several years.
The first step of the program is the closure of slave markets, and a ban on all sale of slaves in which the government is not a participant in the transaction.
This step was enacted at the end of this year.
The next step, to begin next year, is the initiation of the Slave Liberation Program, where the government will exercise its right of eminent domain to purchase slaves from their owners and then immediately grant them their freedom.
The government recommends that businesses that owned slaves hire them on as wage laborers and provide them room and board so that the laborers have a job and the businesses have labor.
State governments (OOC COMMENT: I wouldn't be surprised if state government varied considerably, from governors being "little Presidents" and being just as tyrannical as the Federal Government, and some still maintaining a republican tradition) are free to enact whatever laws they feel necessary to ensure a stable transition for their economies and societies.
The Federal Government calls for the support of the humanitarian organizations campaigning for the end of slavery, and the society as a whole.
In the event of a hint at insurrection, the military will respond immediately and forcefully.

Speech given by President Curtis Wareing before the Congress of the United States of America on November 10th, 1904:

“Fifty-six years ago, General Alfred Scott led the Second American Revolution, and pledged to ensure the security of this great nation. He also promised to protect the rights of American citizens that were endangered, and to guarantee those rights to perpetuity. After the War of the American Presidency, he kept his promises, and since then the United States has only grown stronger. Under the guiding hand of the Presidency, the Party of the Republic, the Congress, and the Martial Governance Staff, the United States has made a place for itself in world politics.

“The institution of slavery has existed for as long as the United States. One could say that it is an integral part of the American culture. President Scott and his successors, including myself, have recognized this. But one must ask how long this institution can endure. The rest of the civilized world has moved on. Slavery has become a blight on American culture, isolating it from the rest of the civilized community. This is not merely a loss of reputation; it is a significant security risk for the United States of America. The United States position on the issue of slavery was largely responsible for the recent anti-American elections in Spain that resulted in the loss of an important defensive pact between the Empire of Spain and the United States of America. Intellectuals across Europe read books depicting the United States as barbarous and evil; in fact, it is, in many cases, considered required reading.

“It is clear that, as a member of the civilized community, the institution of slavery can no longer perpetuate. However, we understand that it represents a significant proportion of the economy. Thus, a stable transition must be made from an economy based upon slavery, to one based on wage labor. Furthermore, slaves are legally property in the United States. Thus, the United States government, under the constitutional right of eminent domain, shall begin the Slave Liberation Program. Under this program, the United States will purchase slaves from their legal owners. The first step of this program, to be implemented this year of 1904, is to close the slave markets and to ban the purchase or sale of slaves to anyone but the United States government. All slaves purchased in this manner will be immediately granted their liberty. This program shall take place over several years, and upon its completion, slavery will no longer be legal in the United States of America. We hope to obtain the assistance of the humanitarian groups who have been preoccupied with tarnishing our name up to now. We recommend that the industry hire these workers, and these workers accept the employment. This will certainly ease the transition process from an economy of slave labor to one of wage labor, with little to no economic harm in between. One may even argue that the economy shall be more prosperous under this system.

“At this present time, the United States is ostracized from the international community. Thus, the institution of slavery can no longer stand. However, we feel after the completion of the Slave Liberation Program, the United States will not only be prosperous, but also resume its position as a leading nation in the world, and a proper member of the civilized community. We ask for the support of the American people in this critical time in American history.”


International:
REPAYMENT OF PANAMA CANAL LOANS BEGINS: The United States is beginning to repay the loans taken for the construction of the Panama Canal.
The United States owes money to Persia and the Empire of Spain, in the amount of 220 and 330, respectively.
The loans are to be payed off in eight years.
This year, Persia requested that some of their loan payment be sent to the Roman Empire to aid them after the cataclysmic disaster that befell them.


Military:
MILITARY DEPLOYMENT: The Scottson Garrison will remain in Scottson.
The I Army Corps and the VI Army Corps are deployed in Panama, with their stated objective being to protect Panama in general, the Panama Canal in particular, from sabotage, rebellion, or foreign intervention.
The II, III, IV, V, VII, VIII, and IX Army Corps are to be deployed in the United States, with the II and VII in the Northeast, III and VIII in the West and West Coast, IV and IX in the South, and the V to react to wherever it is needed.
The objective of these units is to protect the United States from invasion, and to quell any unacceptable insurrections, and otherwise guarantee the security of the United States at the home front.
The 1st Fleet will be deployed in the Atlantic, where it is on defensive duty guarding the coasts.
The 2nd Fleet is deployed in the Caribbean, on defensive duty.
The 3rd Fleet is deployed in the Pacific, guarding the West Coast.
The Panama Canal Squadron is to protect the Panama Canal from any foreign sabotage or intervention.

CONTINGENCY PLANS: Should Brazil and its allies, including Britain and Brazil's South American allies begin a war, the IV, IX, and III Army Corps are to be sent to Venezuela, escorted by the 2nd Fleet (and perhaps, if deemed safe, the Panama Canal Squadron), and prepare for an invasion of Brazil.
The V Army Corps will be deployed to Panama.
The II, VII, and VIII will remain in the United States and prepare for a potential British or, more threatening, Vinnish invasion of the United States.
The II Army Corps, in particular, should prepare to invade Prince Edward Island, invading from New Brunswick; the 6th Infantry, 7th Infantry, 10th Infantry, and 2nd Cavalry may be involved in this mission, though it's up to the commanding Lieutenant General, should he see that deployment unacceptable.
If the Vinnish declare war, the II and VIII will invade Vinland from both the East and West.

The following set of orders is more or less what I'd consider "standard length" orders. As you can see, while they don't feature standard deployments or larger units besides the usual brigades, they do possess contigency plans. This is always a wise option, but not required for all nations. While it is good to have a war plan available, you can trust in me (and your NPC generals) to not be too foolhardy. Of course, such approaches are time consuming, but in spryllino's case, he has copied and pasted elements of the standing orders into following sets. Thus, it makes it easier to keep up with good quality orders.

Standing Orders:

In case of an attack on China, we will use our combined command with the Dutch and Danes, and tell all our forces to hold on until reinforcements arrive. We will then send sufficient reinforcements and use them to defend our colony and Dutch China. Our 5 brigades of native cavalry can especially be employed as scouts, because they may know the land better, but obviously there are circumstances where they may not be to be trusted.

Names: The current government of the Confederation is to be referred to as the Dillon-Vizelle ministry, after its two leaders, the comte de Dillon and the duc de Vizelle. This government, controlled by aristocrats and appointees, has ruled the country competently for more than a decade as of 1900, because the whole system is rigged in their favour.

The leaders of the Septembrists are Georges Clemenceau, Pierre Waldeck-Rousseau, and Charles Dupuy. Waldeck-Rousseau is currently the leader of the party as a whole, and would likely become prime minister if they came to power in the whole Confederation, and he leads the Norman branch of the party.

Parisian-Burgundian elections are normally fought between the Party of Order leader there, Jules Méline, who however controls very few seats in Paris and Burgundy, and the Septembrists, who are led jointly there by Clemenceau and Dupuy. Clemenceau controls the left wing of the Septembrists and is more vocal in opposition to the Party of Order; Dupuy controls the moderate wing of the Septembrists. Therefore which of Clemenceau or Dupuy is in power depends on how resentful the Septembrists are at the time to the Party of Order.

The name Joseph is highly satisfactory as a name for the king of Paris and Burgundy; I hope that this will become a common regnal name and that many future kings will bear it too.

Elections: As we agreed, only Paris and Burgundy elections will be reported in the updates. They happen every four years starting in 1902, except during a significant war on the continent involving the Confederation, when it is established that elections should not be held. Elections in Paris and Burgundy are for the local House of Commons of Paris and Burgundy - the more powerful house of the Parliament of Paris and Burgundy - and 200 out of 600 of the MPs in the Confederate Parliament are also determined by these elections. The number of Confederate MPs determined by these elections can be varied by the monarch of Paris and Burgundy. At the moment, as we agreed, the liberal Septembrists are permanently in power in Paris and Burgundy, while the conservative Party of Order is always in power in the Confederation as a whole; this is unlikely to change unless the conservatives so alienate the people that almost all the elected seats across the country go liberal, or unless the King of Paris and Burgundy appoints more appointees from Parliament and less from the Lords, or creates a load of Septembrist lords, which he may do if the Paris and Burgundy elections go very much the Septembrists' way and either he feels under sufficient pressure or if he is liberally inclined anyway. So the Septembrists are always going to win the P-B elections, but it matters a lot whether they win by a large margin or a small margin.

An account of the Constitution of the Franco-Burgundian Confederation. This constitution is to be adhered to in all matters.

Upon the death of the existing King of Piedmont, I do not intend necessarily to appoint a new one. I have not yet decided what I will do, so in the event of the present King's death, the throne should be left temporarily vacant, and a temporary interregnum of a few months should arise to last until the end of the year. I will then rearrange things as appropriate, appointing a new king or making some other arrangement, in the following turn, at my discretion.

Upon the death of the King of Paris and Burgundy, my preference, if it matters, is for a liberal monarch, because this most reflects my personal inclinations as a player.

A sense of Burgundian national consciousness rather than French or German nationalism is to be encouraged in Burgundy.


All rigth, I have two final examples, the first from nuka cola, and the second from Nailix. Both are the most basic types of orders in a good, readable format. Legibility is by far the most important element of a set of orders. Now, these are substantially shorter than the ones above, but there's good reason. A player is not better because he writes more, a player who writes more does so because he has more fun that way in his own method of play. Also, these sets work for those who want to do more, but have limitations on time or actual ability to do stuff based on the political situation in the game. Eventually times change, but occasionally everyone needs a break from longer orders.

From reading the Confederacy's constitution, I'm under the impression they're only partially democratic, too.

In general, both sides are a nonsensical hodgepodge of governments and neither side can really be described as democratic or nondemocratic.
 
Even if you count all those insanely small states separately, then you still have 11:6 Democratic to non-Democratic, whereas we have 5:2. :p

And yes, that's why I didn't list the Confederation.
 
South America is fairly democratic as a whole. :p The rest of you are lost causes. Argentina is insanely small? Peru? These nations are equal to your lesser allies.
 
Of course, not taking sides, but 50% of your manpower in the Continental Powers is under the rule of a reactionary absolute monarchy.

A further diplomatic map for 1904 has been produced at the Sorbonne. Although it may seem irrelevant in light of recent events, it is of diplomatic and political interest. It shows not the polarised world as it stands, but the alliances that underlie it. States that have joined either side despite having no particular previous obligation to either are marked in white. But as a proportion, it's not as great in the Allies. Not that it really matters. I would settle with the two really being generally even. Change the numbers even a little bit (such as the US joining the Continental Powers instead of the Allies) and suddenly the Continental Powers are more authoritarian, according to Spry's numbers. So I'll just say too close to call, and really not consequential; this is no ideologically driven war and both sides really are just looking to slug someone over a tiny little South American nation who's civil war already ended anyway.

This. It's not a "war of democracy" by any stretch of the imagination. It's a war fueled by nationalism, jingoism, pride, imperialism, and the desire to settle accounts. Considering that the biggest players on both sides are't homogenously democratic/non-democratic, it's rather pointless to distill them as such. [/opinion]
 
Yes, it's very true that the division of countries into sides has nothing to do with democracy at all, although you might have thought it was, based theDright and Terrance's impressions.

At any rate, I'm firmly with Milarqui on what the Continental Powers are all about. :p

But I agree with Crezth's post, this isn't a war of 'Democracy' and thing to make it so is stupid.

Does your entire empire vote for government? Or is it just those fortunate enough to be in the Netherlands proper? I thought so.
