As part of our war effort against Naples, the Sardinian navy will be keeping watch over portions of the Neopolitan coastline. In order to lessen the possibility of any unfortunate incidents, we urge all foreign merchant ships to lessen trade with Naples or at least avoid areas heavily patrolled by the Sardinian navy. In addition, any foreign warships attempting to enter or leave Naples or the surrounding areas will be turned back by the Sardinian navy.

Your ships would presumably be let out if you wanted to leave, but then of course you face the Spanish, and there is the possibility of erorr on mistaking your ships for neapolitan vessels. Sardinia surely is only concerned with the safety of your crews in consideration of the Spanish presence in the Mediterranean.

As we can not be assured of the intentions of the Brazilian fleet once they leave Naples considering the state of war between Brazil and Spain, we cannot allow this to happen without fear of endangering our own war effort or the safety of Sardinian ships. The port of Naples is the safest location in the Mediterranean for Brazilian ships at the moment, and should you be so concerned with your sailor's safety, we suggest you remain there.

We assure you Brazil if they wish to hold your fleet back we will support you in any action you take against their blockade. Naples would love to have your aid but we don't wish to force you into a war that is not yours and understand your fleet is needed elsewhere.

Your fleet is permitted to leave according to the knowledge of the Holy See, from our understanding of Sardinian statements they are merely highly recommending you remain in-port out of concern for possible collateral damage to Brazilian forces from misunderstanding, crossfire or any other accidental means of contact.

If you wish to depart do so, but as Sardinia has warned you, it will be on your head should harm come to the brazilian fleet currently in naples and to the men who man those ships. It would be best if you are insistent on leaving that you publicly acknowledge this risk and provide a guarantee of non-involvement ordering the ships to sail under the sign of truce, at least until they are out of the neapolitan theatre. This we think will minimise the chances for such harm and assuage Sardinian concerns somewhat as to unintended problems should the Brazilian fleet come into harms way.

Our ships are of a quality that differentiates them from the Neapolitan fleet. If Sardinians have a hard time recognizing superior warships they should resign from their positions in the navy and retire to villas on the beach. We will sail under a flag of truce until out of Neapolitan waters, however, if the Sardinian fleet attempts to molest us in anyway we will defend ourselves.

It is our hope that no incidents will occur and that the Brazilian fleet will not be required to raise a shot in self defence as it sails out of Naples under a clear sign of truce. As to Sardinia, they were merely concerned as to the potential ramifications, it is our hope that they do not seek to impose this concern upon Brazilian ships unilaterally and that Sardinia recognises in light of Brazils recent statements that the continued separation of Italian affairs from the larger conflict is best achieved by accomadation of Brazil in this instance.

On Brazils part at least we hope full care is taken to avoid making Sardinian concerns a reality.

naturally any neapolitan ship within such a flotilla would be an immediate target, although direct targetting of neutral ships should not.

Also we agree with you in what is the most reasonable course of action in this instance, but unfortunately Brazil has other considerations that have led to their conclusion

The Confederation does not really understand what the Pope means by suggesting that Brazilian shipping is neutral, or by suggesting that Brazil is willing to separate Italian affairs from the larger conflict.

The same Allies whose largest member has told His Holiness that "once we've finished with the Continental Powers, we're coming for you", and has guaranteed the independence of the only nation that His Holiness is at war with?

As for your rescinding of your declaration, we cannot see it at all. Where is it? At any rate, you nevertheless illustrated your hostile intent by making the declaration in the first place, not to mention distinctly demonstrating your hypocrisy on the issue by declaring that you do not recognise Persia's neutrality in the wider conflict.

The Sardinian government would have to be fools to let you get out of Naples and sail freely around the Mediterranean.
