The Russian Empire will be dispatching a peace keeping force to the Roman Empire this year, in hopes of ending the ongoing civil war in that region. Continued fighting in the Empire will only result in further destabilization and more attempts by other countries to exert their will over the people of the Roman Empire, as Brazil has tried to do. We shall be landing a force in Constantinople and will begin reconstruction of that once great city. We will be aided by forces from Flanders, who have kindly chosen to represent the League of Continental Powers in this matter. We are hereby calling for a ceasefire for all Roman factions. We ask that all leaders of the various factions meet with us in Constantinople so that peace may be achieved. Those factions that work with us and attend our summit will be given preferential treatment in any final settlement over those who do not.

The Roman Empire was and still is our ally and we do not wish to see it crumble into decay and nothingness because the people of the oldest nation on the planet can no longer interact peacefully with one another. A great tragedy has befallen your nations. By working together, the Roman Empire may rise from the ashes, like a phoenix, better, stronger, though not as it once was.

While we do not expect you to fail to defend yourselves from any incursion, we ask that you do not advance past the borders into Roman territory. We admire you, really do. Your pure, Gall, to do the exact thing that the Brazilians tried to do, this very year! You claim that you wish to prevent outside powers from enforcing their will upon the region, yet you, yourself an Outside power, do the very same thing! You continue to prop up a man who his own people hate and loathe, the attempted coup, of which we played zero part in, is all the proof we need of this fact.

There shall never be a cease fire, so long as that general claims himself to be the Imperator, and even if their were to be a cease fire, we will not tolerant this "League", or you for that matter, to have any part in the negotiations.

We request that you not spread lies of our un-willingness for peace in this land, for we ourselves, offered him a chance for peace to return, to allow the people to bury their fallen brothers and fathers, for the True-Heir to take his throne, for Rome to be whole once more, he rejected it. You misunderstand our intentions. We know that installing any one person to rule over the Roman Empire would now be impossible. Our goal is to create a confederation between the new Roman states, each with its own government, with a common currency, tied economies and perhaps, a unified foreign policy. Within each state, there could be different state religions, independent militaries, and local laws. Such an arrangement would allow the Roman Empire to continue, without each of the new states constantly at each others throats, with Constantinople serving as a neutral ground and imperial capital. Such an arrangement would also be under Russian protection, keeping away foreign nations that wish to exploit the disasters that have befallen your nations to their benefit. Were this an aggressive military action, would Flanders, the most neutral nation in Europe, chosen to have aided us? Would we have clearly stated where we would be landing and what we would be doing?

As it stands, each faction is alone and isolated and easy prey to outside forces. How long do you think you can last against the Kurds and Arabs? They have more money, are better equipped and have allies from abroad, which neither of your nations do. You may have the numbers now, but they will wear you down and beat you eventually and then you will have nothing. If you come to the table and work with us, we will ensure the securities of your states against any future transgression from the south and make certain your nations are not annexed as Turkey was only a few short years ago.

They turned to the British instead and invited a huge army to entrench itself upon our borders. We even offered to only annex part of Poland and none of Georgia when our allies abandoned us. This too was scoffed at. Now, we stand triumphant over all who opposed us and will do as we damn well please. As for the Prussians, we will listen to your advice when you have to deal with the German Brotherhood calling for parts of your nation to become a part of a greater German state. Until then, it is hardly any of your business. If you wish to send ships to take in the strays, you are more than welcome to do so.

Flanders would like to publicly announce its support of the Russian operation in the Roman Empire. A Roman Empire that is at war with itself is a threat to peace all throughout Europe, as it will give meddling overseas powers an avenue through which they can exert an unhealthy influence on Europe, driving Europeans to fight each other, just as they did in the advent of the Great War. A Roman Empire which can at least be somewhat united can protect itself, and therefore Europe, from overseas influence. Flanders feels that as this is effectively a civil conflict, in which our troops are only being sent for peacekeeping, our involvement does not violate our neutrality, and is in fact morally mandated as a responsibility that comes with the privilege that is the Chairmanship of the League of Continental Nations, an organization dedicated to European peace. We bear this burden for the greater good of Europe.

You may bring up your diplomatic grievances with the exile government currently residing in London, but our humanitarian concern is for the vast majority of Poles who had no say in their nation's actions. As the leader of an Empire renowned throughout the globe, you must stand above such petty actions such as as taking out your frustrations on the peasantry of a conquered land. And do not worry about the security of Vinland. The idea that we could be claimed as an ancient homeland of the German people is as nonsensical as claiming us to be a Swedish homeland, or a Finnish homeland, or a Japanese homeland. We are a country of immigrants, old and new, and we are a homeland of freedom, opportunity and new beginnings.

Vinland is a Kingdom with roots stretching across Northern Europe, from Reykjavik to Berlin and from Oslo to Moscow. Many peoples have joined us, and all have prospered living under the roof of a single nation.

With this in consideration, we will ask for a clear response to a simple question:

If ships arrive in your newly-acquired ports, will Polish and Prussian refugees be permitted to board them?

As far as Bulgaria is concerned, there will be no united foreign policy, no lone capital, no overall Imperator or governor of the former Empire. Bulgaria will not, however, oppose a cease-fire between the states, provided we are permitted, in any agreement, to maintain our current borders. Nor would we oppose unity of currency, or abolishing trade duties between the former provinces of the Empire, as this can only ensure that we share our prosperity through the region.

Peace is the way forward for our nations, but reunifying the Empire after the long struggles of our states to achieve freedom is not an acceptable outcome, so far as Bulgaria is concerned. To accept less than the current borders and current freedoms would be an insult to the sacrifices of all Bulgars, and all citizens of Opsikion and Chaldia, as would any settlement that sees the “Romans” escape paying reparations to the governments of the Free States to have emerged from the ruins of the former Roman decadence.

Bulgaria will welcome the Russian peace-keepers, so long as there is some guarantee that they are committed to maintaining the present borders between the Greeks and Bulgars, and so long as they are willing to intervene, should the Greeks begin to take action against any Bulgars or Slavs still trapped in Greek territory. Should this prove to be an invasion by another avenue, rather than a genuine peace-keeping effort, Bulgaria will not hesitate to call on the Great Powers of this world to assist. Given that ongoing war or chaos would be detrimental to any ongoing commerce or even any investigations that may be ongoing, we’re sure that certain powers are likely to be interested in an actual cease-fire being enforced.

If the “Roman Empire” is committed to acting in the interests of peace, we would ask, at least, for the following gesture: abandon the title of Roman Empire, abandon your claims to sovereignty or overlordship of the lands that now stand against you. The Imperator, and the territories of his “Empire”, has no legitimate claim to these territories anymore. If an alliance or limited union of the former provinces is to come about, then any one nation within those lands claiming to be the Roman Empire would be an effort to set themselves above the other members. Bulgaria will recognise the legitimacy and authority of the Imperator as King of Greece, but as nothing more than that.

We urge you, our fellow free states, to accept Russian intervention as inevitable. To peacefully accept the Russian intervention places us in a superior position for negotiating an end to Roman dominance of our peoples. Surely it would be better for our three states to be bound together by common ties of alliance and currency, than to be held together as slaves of the Russian or Roman states? Bulgaria opposes foreign intervention in our region, as a rule, but for how long can our three states combat the Roman, the Kurd, the Arab and the Russian, should the Russians decide to unify the Empire by force? Better, surely, to accept intervention and work towards a Roman Alliance, with our states free but mutually protective, than to be forcibly reunited in a more repressive Empire than before, or pushed into an unfavourable Confederation because you refused to come to the table?

Bulgaria promises this much, should the Kurd and the Arab reject a truce, and you agree to come to the table and negotiate a settlement of the former Empire in good faith, Bulgaria will send troops, funds, ammunition and medical supplies to aid in defending your territories from aggression.
 
The United Kingdom denounces the Flemish support of Russian aggression and domination. We question whether Flanders is interested in a balanced, sustainable peace, or one in which Russia is the first and final arbiter of all things.
