Considering the infestation of Catherines furs with filthy russian parasites we should probably adopt organised religion as our policy to restore positive happiness to the empire and delay meritocracy until later.

As to the kremlin, I suppose it can't be helped so I would advocate to the citizens of Kyoto the construction of either the national epic, stoneworks, or a market.

I note also that I am currently celebrating the longest reign of any Daimyo ever in the empire with this year currently being the 103rd year of my reign as Daimyo of Kyoto.

Also finally I would like to point out that their now exists relative equality between the Shihai/Kagaku/Gaiko in terms of numbers and that in the interests of game balance it would be better for new people to join the Bunka.
