If i understand correctly is seems we can build a Stone Works in Kyoto, I would suggest building it and adding a vote to add a Market to the Que after the SW.

Considering the infestation of Catherines furs with filthy russian parasites we should probably adopt organised religion as our policy to restore positive happiness to the empire and delay meritocracy until later.

As to the kremlin, I suppose it can't be helped:cry: so I would advocate to the citizens of Kyoto the construction of either the national epic, stoneworks, or a market.

I note also that I am currently celebrating the longest reign of any Daimyo ever in the empire with this year currently being the 103rd year of my reign as Daimyo of Kyoto.:p :lol:

Also finally I would like to point out that their now exists relative equality between the Shihai/Kagaku/Gaiko in terms of numbers and that in the interests of game balance it would be better for new people to join the Bunka.

By the Kami they must have some excellent land or be masters of deal making to muster up such a technological advantage against the other powers of this world.
