You caught my attention
I have to admit that I am having trouble envisioning a realistic and hassle free road maintenance system for roads in neutral terrain (unowned territories).
Civ5 will requiere steam to activate the game.
Afterwards you can set steam to offline mode, so that you don't have to connect.
You can also by Civ5 as a hard copy in a store, so that you don't have to download it, but it will still need Steam for the activation.
Some people don't like the spagetti look all over their terrain.

I wasn't really aware of what Steam is, but after getting the jist of it I'm not surprised it's not something that Sid wouldn't be in full support of. After all they made Marx a great person.

so basically you need an internet connection to play the game...WOW, that will kill some sales
