Sor Juana Inés de la Cruz would be an awesome choice to represent the historical bridge between Spain and Mexico, as well as a cultural leader that could be paired up with Spain>Mexico without going with cliché and modern characters such as Frida Kahlo.
It also makes room for a revolutionary Latin American leader such as Simón Bolívar or José de San Martín.
I mean I don't hate anime personally but please not in civ. I just hope that "Retro Himiko" was just a nod to someone else's fanart, and not a hint for Modern Anime Himiko persona and Retro Shaman Queen Himiko.

Well, I'll rather choose Yamatai Himiko and Tenno Himiko for her personas. Not because of mass media like anime, just for her historical part and symbolic part.
As a historical queen of Yamatai, she was not an actual ancestor of Japanese Emperors. She was just a leader of the strongest faction within the ancient Japan. Under her reign, Yamatai ruled the small states and became the first Japanese faction which introduced itself to the regional diplomacy of East Asia. But it slowly replaced with the successors, so Himiko's legacy was transferred to the another families: finally the Emperors of Japan.
On the other hand, after the concept of "eternal blood line of Emperors" established, the historians need to prove that the every rulers of ancient Japan had blood ties with nowadays Emperor. Himiko didn't, so they decided to remove her story. Her reign and legacy partially handed over to fictional Emperors - especially Empress Jingu, who become a symbolic icon of the Japanese expansion. But ironically, this decision unintentionally caused the result that Himiko become very famous in modern Japan. She never was an Empress(Tenno) nor a family of the Emperors, but later people made her the Empress and the ancestor of them. Tenno Himiko may be a good expression of Japanese Emperors, dodging the controversial modern Emperors.

The debates were not about existence (cross checked by multiple records from China and Korea), those were about "why Himiko removed from Japanese record?" and "what can we know more about Himiko?"
It would also make some sense for a specifically modern interpretation of Himiko to be unlocking and leading a specifically modern Japan, though that doesn't mean much.
With eight Game-Guideless Modern civs and four weeks (not counting launch) left, I believe we'll be getting a Game Guide every Tuesday and Thursday going forward. I'd expect the Thursday ones to be tied to Leader First Looks, (Himiko + Meiji, Fredrick + Prussia/Germany, Catherine + Russia, etc,) but I'm not sure exactly how many leader First Looks we should be expecting. Does Napoleon get one, or does the status as a 2K account bonus make him not count? If he does count, we might even need multiple First Looks in a week or two. Either way, I think it'll be a pretty packed news month.

Listening to the Modern Age stream again, the way that Sarah says "at launch, 31 civs, and our leader count will be 26 at launch, including 5 personas" makes me think that, sadly, Tecumseh and Napoleon both count toward that roster of 21 unique leaders, since, otherwise, she'd have counted the Shawnee separately from the 30 base game civs.
So, if my theory stands that they tried to separate the 21 leaders equally by era, it's unlikely we'll see another leader tied to the Exploration era. No Genghis, no Timur, etc...
This does still leave at least two modern leaders in addition to Friedrich and Catherine. I still think they'll go for a modern African leader to round out what is otherwise a very Western lineup, and Shaka seems like a likely choice. That last leader really could be anyone. Gandhi? A Siamese leader? A British leader? Somebody unlinked to any civ?

If Friedrich and Catherine are in, plus Napoleon, we have enough modern age European leaders already. A second South-/Mesoamerican leader would be good, but I don't think we'll get one at this point. Africa would be covered by Shaka. So that leaves Asia for the last leader. Could be Gandhi, but as most of the other modern leaders are quite traditional choices, I expect another curveball (hard to predict who it is, though).

My mind keeps going toward Central/South Asian like a Mughal Emperor which could link the Middle East with Mongolia and India. I could easily see Shaka for Africa.
