I plan on doing everything in Blender, and exporting the special effects with 3ds max trial version near release of my mod..... if the folks at http://niftools.sourceforge.net/ don't have that capability added to their importer/exporter by then already.
EDIT: also, the bones and armatures are already importable, which leads me to believe they are pretty close to gettign a good exporter... I would say 2 or 3 months at the most... plenty of time to learn the basics of Blender..)
