Not easily. As is, this is limited only to a Great Person action. It’d be comparatively a lot of work to enable it for all units or from a menu or something. Given how this pass thus far has only included easily moddable abilities, I don’t think they’ll do that. Cool idea though
As long as Ludwig doesn't come with a malus he might reasonably replace Fredrick as the "default German leader" like Ana did with Kongo. Fredrick's CS bonus against CSs are only situationally useful and every tier 2 government has a red slot for craftsman. Ludwig will still have the extra district slot and the Hansa, which arguably is where most of their strength lies. If the has a culture related ability (highly likely) then craftsman card can be unlocked faster and potentially bring the German civ to a new power level.
There's a couple options which do not require playing around with 3d modelling:
1. Deliverator already made a Neuschwanstein wonder model, so it should maybe be a simple matter to modify the parameters and turn it into an improvement which can be built on mountains. Then relate culture output with appeal in some manner.
I remember playing around with putting stuff on mountains couple years back, and a lot of stuff looked alright. The game seems coded to cut the mountain top when a district is placed on it. I suspect an improvement would just replace the mountain model entirely. Isn't that what the Ski Resort does? If that doesn't work, just make it so it must be built on hills adjacent to mountains, like the original mod.
2. An even simpler solution is to reuse the Chateau. Or use the Vampire Castle as is, though it looks too pointy and malevolent to me . Change the parameters to be buildable on hills adjacent to mountains and lakes, and alter the game effects.
Obviously best of all would be a dedicated mod, but if nothing ends up in the workshop, it can still be brute forced into the game.
I have and I would love for that to be in the offical game; I don't play with mods though (I only played with YNAMP when the Giant/Enormus maps worked)

I meant it as kind of a joke, but if it's doable it might be interesting. At this point it really doesn't matter for me if the new leaders gets a UI or not. As long as his ability is interesting and not just extra culture and appeal from certain tiles, I'll be satisfied.

It doesn't seem like it's been that long, as it's not even March yet (I know the first of the month is tomorrow). Though I won't complain since I need it after this week, and it's only Tuesday.

Ok, ok, ok -- how about mountain tiles give adjacency bonuses to theater squares. Amphitheaters located in theater districts with breathtaking appeal receive an extra great writing slot? Or extra great writer points based on appeal?
Personally, I think this is too a touch too exciting to be included in the Leader Pass.

If he gets anything for Theater Squares it should be Great work slots for music in amphitheaters and extra Great Musician points, considering his close "friendship" with Richard Wagner.
I'd be all on board for this if he doesn't get bonus to world wonders. It will take away the pain of not getting Austria and/or Italy.
