How do you access them, I tried but couldn’t find a way
Don't know for non-steam but:
steamapps/common/Sid Meier's Civilization VII/Base/modules/age-[choose]/data/independents.xml for cultures
For names:
steamapps/common/Sid Meier's Civilization VII/Base/modules/age-[choose]/text/en_us.xml for english
steamapps/common/Sid Meier's Civilization VII/Base/modules/age-[choose]/I10n/ for other languages

Hey could you confirm if the list on the wiki is right indeed? In there it says that the Ava are in Antiquity, and there's no Kumbi Saleh of the Soninke too (also Antiquity)

Also, in the end did the IP's got Civilopedia entries?

Nothing about any of the names in the Antiquity age file, Ava of the Ava people in the Exploration age file, Awdaghust of the Soninke people in the Exploration age file as well, nothing in the Modern age file. Kumbi Saleh is nowhere to be found in these files.
 
Spent the evening ripping them out of the data [Independent People are stored painfully in the code] and my final count is

63 in the Antiquity Age
61 in the Exploration Age
49 in the Modern Age

All previous Civs in the franchise are covered in the list and in Civs bar - Australia, Brazil, Canada, Cree, Gaul & Zulu

As always, awesome job at compiling information! Divodurum, the Belgae city in the game, appears as a city for Gaul in Civ6 and Ambiorix was a Belgae leader. In a sense, Civ6's Gaul also represents the Belgae. Also, there's no IP that represent Norway directly, which was a Civ in Civ6.

Forgot about England, Georgia, Netherlands, and Scotland
 
Ok, I know I'm bit late in the party but I only got a good free time check things now, so @bite I'm going to end up being annoying but I have the impression that there are things wrong with your IP list and the list that exists on the Civ wiki, there's 3 cases that the names of some IPs don't match, on the wiki they list Alachua settlement as belonging to the Seminole instead of Alachua or Timucua (I'm not sure who it is actaully), Niani in yours is listed as being from Malian People but I'm sure it actually should the Mandé People, and Big Timbers settlement is either Comanche or Cheyenne? Also the Inuit settlement whole name is Inuit Nunangat, unless it got changed you forgot the the Inuit part, oh and Izirtu of the Mannean People is missing from your Antiquity list
Laslty there more pedantic stuff like, it's not Nepalese but Nepali, or misssing diacritics like in Tucumé... If I had access to Civ7 I would try to look these minor things up myself but I didn't buy it since my PC can't handle it so yeah

Hmm, that's odd, so they did those changes and even removed a IP from pre-release early access to the current patch perhaps? At least the thing with the missing Izirtu is the weirdest thing

I've made a chart that includes IP and information about them that's been included in the code (connected biome, default affinity and its serial number in the code). I use it to find wrong Chinese localizations and here's some screenshot of it, hope it helps.

Still don’t know what Byti is
Based on the Civ wiki, the People of that settlement are the Ge who are also known as the Je. This is actually a vast group of indigenous people speaking related languages in present-day Brazil. They include the Xavantes, Kaingangs, and Xerentes.
