I've always thought that Japan's UHVs should include acquiring 3 Hit Movies. To represent Anime/Manga.

Instead of the dreary "Be the first to finish the Tech Tree", the final Japanese UHV should be:

"Acquire 3 Hit Movies and 20 Fishing Industry resources by 2000CE, and be the first to discover Ecology and Robotics."

^ This sums up modern Japan for me.

And isnt that what mostly drives a good portion of culture in the beginning.

Courage the Cowardly Dog has a lot of philosophy too, but at least it isn't acted with high pitch, Bee Gee like voice artists with flying squids and women dressed like 18th century 7 year olds. Anime just isn't executed well.
That being said, I love Japan and have been there many times on vacation and business. Yet I'm the only person who doesn't like anime there, except maybe some neo-samurai.

Not so dumb idea: the ability to offer good will loans. Gets you plus 1 relations. Maxes out at 5.

Hey, I actually suggested Polynesia a while back and it gained some traction, and plenty of people have suggested adding the Khazars, geographically close to the Uzbeks.

With K-mod being integrated, turn speeds should quicken noticeably, so a whole pile of extra minor civs wouldn't necessarily be problematic.
