New update, the popups now show which civ would experience a crisis (including severity and type), even though crisis effects are not yet in. Also, the stability levels are already changing and are displayed in the scoreboard.

I have ideas for improved Persia UU/UB and Zoroastrian Wonders (Apadana Palace and Royal Road) but I thought you're focusing on general game mechanics rather than specific civs. Let me know if you need them.
Yeah, civ changes stuff is already piling up (Korea, Moors, Arabia ...), but that has to wait for a later time. In this version I will only replace the UPs that have become obsolete with the mechanic changes.

I'm not sure about that UP. When I go for Persia's UHV, my biggest problem is city maintenance, not stability. I've had something like "free courthouse in a city after conquering it" in mind for a while.
Considering just how huge the land they need to grab is, I'm pretty sure their UP is a huge boon to them. When I did their UHV, my empire looked like it would've long since collapsed with any other civ, but I never went below Shaky thanks to that great UP.

When you consider that Persia will almost always have to conquer at least 10 cities to win the UHV, without the stability UP that would result in stability being at least 20 points lower. Which would turn them from stable / shaky to unstable / collapsing and the whole thing would fall apart.
I can't imagine Persia would be achievable if there wasn't some boost to stability, particularly given that you'll end up controlling four or five foreign cores.
