It seems the problem is less beelining or tech requirements for Congresses, but China's overall tech speed. Not saying that increasing the requirement wouldn't make sense anyway just to make it feel more sensible.

Don't forget it's a 3000 BC start, the increased tech speed for AIs may have also played a huge role here. For Monach difficulty the factor is 80%. Portugal spawns at turn ~234(Normal speed for ease of calculation), which translates to a China with a tech level equal to turn ~292(1555 AD) before the rework on tech speed. Then it's not strange at all that in 1375 AD(on Epic, which equals ~ 24 turns after 1130 AD on Normal speed), China has a 1665 AD tech level has Nationalism. Well, maybe it's still a little too advanced but you can get what I mean. The before-human-spawn-AI-tech-speed-up mechanic is responsible for the problem IMO.

For the problem with Congresses, the trigger could be changed to Nationalism+Astronomy, for 3 civilizations, I suppose.

That's a good idea actually, because a lot of congresses depend upon overseas cities. Or perhaps it could be done so that civs without astronomy cannot ask for cities or ask to settle in places that are overseas or whatever.

Metz is far more better than Paris. This way you can have 5 cities in French core.

Yeah I'd propose making France's core a bit smaller so there isn't a strong reason to wipe Germany off the map.

Is it SVN version? I thought VD wasn't compatible.

It's mostly compatible. I only get XML errors during startup about some entries related to Harappans, and cannot build their UU. All other civs work fine though.

Also I agree that it's weird how the Almohads voted against a city assignment in their favor. Do you still have a save from before the congress starts?

Unfortunately I didn't keep the save. Maybe it has to do with the fact that I had a Peace treaty with them?

Good point.

Okay, I'll try to investigate this by examining the code then.

So do the Incans/Peruvians permanently lose their core at a certain point?

What is this in response to?

Nothing, my wording was just weird because I had just woken up. So, do they lose their core?

No, they don't. A civ without core would immediately collapse.

Out of curiousity (I know it was awhile ago), why did you replace the stability civics with military civics? Was there one specific event that made you dislike it or was it something you always wanted to do but didn't do until 1.12?

Screenshot before my secular religious victory. Could be one turn earlier if I built Zoroasterian temple in Shiraz, Confucian temple in Guangzhou earlier.

French UP makes you invincible, and I spawned 6-7 great spies in this game.

Holy crap refrigeration at 1778??

I never really liked them, mostly because they were "do X while conquering/settling then switch into Y to maintain your empire".

I've seen military civics in HR and thought they were a nice idea that would complement RFC well. Also, I've wanted to switch the mercenary mechanic into a civic and that gave me the way to do it.

Both were rather unrelated, but happened at the same time for obvious reasons.

Speaking of military civics, i've noticed that none of them benefit air units at all. Granted they come late in the game, but maybe one of the military civics cluld give bonuses to air units? (I'm thinking either Naval Domination or Standing Army, perhaps both so you're not forced into one civic if you want a superior airforce but allowing you to be flexible with sea/land).

I would say both or neither. Air power is vital on both land and sea. Over Germany air dominance was vital, but so were the battles in the pacific that only involved carriers and fighters.

1. Conquer Rome and Naples ASAP. Conquer Germans next, raze Frankfurt. With French UP you are invincible, you can capture workers all around, build no workers!
2. Whip 3-4 spies, make action at Barcelona every other turn. You'll be safe at detection evasion II promotion.
3. First great spy go to Spain. Steal engineering, sabotage their Notre Dame.
4. Get more spies. 2nd Great spy go to Portugal after their spawn, so you get guilds and from them. Conquer Egypt and Jerusalem.
5. Get 3rd great spy before Turks spawn so you get gunpowder.
6. Research patronage by yourself.
7. 4th great spy for English (optics, astronomy) or Vikings (CS, military tradition, military science)
8. Spread culture so you get no resistance upon conquering.
9. Play at will after rifling. When stability becomes a problem, start a golden age. Builds Versailles and Taj Mahal, and you'll get near infinite GA after Eiffel Tower before winning the game.

Did you conquer America? Or most of it?
