Yes, everyone plays 5 leaders, except for Russia (4) who has Vietnam eliminated. You keep playing until you get to Mexico (Latinos). Ruhh_hi plays them.

Well the weekend is over. And, to put it mildly, I cannot understand why of the all people it is you in particular who acts so disenchanted? In IALS you showed yourself as tenacious modern game player, and at very least might feel that now you have an excellent opportunity for revenge against my poor UN faction. And further -- well grounded ambitions for world domination. If unsophisticated vanila modern game thrilled you -- why aren't you drooling with 5 historical civs, on actual Earth map, with units like drones and terrorists? Not every person reads about history something new each day, like me, but we all listen to news, and in this game YOU can shape the news. So what is going on, really? :dunno:

Guys, we need a formal vote to amend the house rules about city trading. Some civs no longer exist and it is not possible to return those cities to their original owner. I proposed to accept that in lieu of the original owner -- the second owner get's all the rights of the original owner, and if the third or forth owner decide to "liberate" the city -- they can pass it to the second owner, as per rule 1 from OP. All in favor say Yay, the rest just say Nay, would you?
 
Seems fair ... as long as the 2nd owner (or the oldest owner still alive) is known.

Edit: I vote that the city liberation rule is modified so that the city is liberated to the oldest (still alive) civilization.

It is documented and or recorded in previous war reports. Also it is about captured cities. In Arabia, Chinese Empire captured cities from Muslim team which was eliminated. Kiwitt (European team) later attacked Chinese team and took those Arabian cities. Then Chinese and allies fought and retook those cities back from Kiwitt (European empire).

In the absence of the Muslim Empire, the cities second owner are those belonging to the Chinese Empire.
