Exactly, and the camp that wanted to push on to Baghdad took a lot of accusations of being warmongers, wanting to dominate the ME etc etc back then too, and not just from the Arabs. Nothing changes really.
Well, I think the reason was, that they for one thought that it would come to a change inside Iraq, but they more feared what would happen if they go inside Iraq, what would happen and how to control the outcome. The money they would need to invest. They feared to open a pandora's box. Or to say it otherwise, the exact reasons are not fully known, because the documents form that time are not released to the public yet. It propably funny to read about it 2060, when all relevant decision points are open. Hintsight is beautiful, once you actually have it.
