Pachacuti 16 + 1 = 17 (Earth-shaker, capable administrator, basically the most revered Inca leader ever. Sorry, but he's like Genghis Khan--can't imagine someone else taking his place. The other Inca leaders were generally competent, but nowhere near as iconic.)

Civ hasn't done him justice ever, even in Civ IV, though at least in IV he looked vaguely like the historical Washington. Also, he was a slave-owner, town-destroyer, and had trouble keeping his cabinet together, even if he was undoubtedly noble in giving up the presidency after two terms.)

Pachacuti 14 + 1 = 15 (Neither Topa Inca Yupanqui or Atahualpa were nearly as glorious as Pachacuti, and what would their agendas be in the game anyway? Pachacuti has the catchy "Earth-Shaker" title at least. I guess Atahualpa's agenda could refer to his ignominious defeat and ransom by the Spanish, or perhaps his wartime atrocities? He's "new" for a reason. And that reason is that he was not a successful ruler, except in killing other pretenders to a throne that was later essentially occupied by the Spanish through Atahualpa anyway.)

Darius I (12-3)=9 Since Persia already has an Achaemenid leader in Civ6, Darius is low priority for me. If Persia gets a second leader, I hope it's a Sassanid or even Safavid.

Wu Zetian (18+1)=19 I think a second female leader for China would be ok, especially if Korea doesn't get a female leader for Civ6. People in general would struggle to identify the second Chinese leader if it's a male emperor, and especially if it's not Mao (don't want him to return ever!).
