Yuanti Counter Offensive

Cao Bie looked at the delegates from Chi'zuna and Jinzhou, clearing his throat he began to speak.

"Welcome gentlemen, as you well know we are here today to discuss how we might help the Yuanti launch a counter offensive and push back the invaders. Unfortunately they were not able to send a delegate due to the fact that they are currently under siege in their city, but we will send them a transcript of the meeting as we have set up a way for a courier to sneak into the city. This is a crucial time for the Siwang League, if we can successfully help the Yuanti push back their invaders we can consider the League to be able to accomplish it's goal.

Now to business: reports tell us that the O'mase currently have 3 divisions sieging with the capacity to raise another 2 divisions. Yuanti currently has 2 divisions defending the city and the capacity to raise another 2 divisions, not counting what peasant levies they can manage to put together.

It is crucial that the Yuanti raise another 2 divisions and what levies it can to help outnumber and defeat the O'mase. I do not think they will choose to do otherwise since they are fighting for their survival of course.

Now Xian can send 2 divisions of troops to help at maximum right now, but the Ikenma have made it clear that they will be targeting us next. We did pay the Harhana to divert their full force into attacking them but we will keep 1 division back to make sure that we can guard against their forces should the Harhana fail.

We ask the Chi'zuna should be able to send at least 1 division to help. It would be best if you could send more to ensure that our forces will be able to quicker wipe out the O'mase with minimal casualties. We will combine our forces one league outside the city and then attack the main body of the siege from behind. When the O'mase troops are focused on our offensive the Yuanti will mass it's 4 divisions and militia out of their gates and trap the O'mase between our forces.

Now the Jinzhou will raise what divisions it can and break the other minor sieges at the other gates of Yuanti. When they finish with that they can move to assist in the main battle. Are there any questions or objections?"

During the early Bronze Age in Wanju, societies and early settlements began to form city-states, asserting control over their surrounding regions. For much of the period, trade and culture culminated in Haisho, by far the most powerful of the states. It was in its early years a rich and profitable port city that used its wealth to exert a hegemony in southern Wanju.

Haisho influence likely spawned the emergence of similar trade states, such as Wanghak and Julheot. Wanghak, though smaller than Haisho, had a larger fishing industry; however, its dense population limited its prosperity to its own borders. Julheot was originally a small village founded by a exiled Huljuu prince. However, its fine craftsmanship in the creation and mending of boats allowed Julheot to ascend to a vital stop along the coastline for sailors.

Other states arose even before Haisho. Pingjyo was an ancient nation, likely the first in Wanju. However, their traditionally close living quarters often led to much disease, and resulted in rather stunted growth. Suijyong was known for its great city walls built by king Houryong, some of which still stands today. One legendary account suggests that communication between different towers required use of ten horn ensembles playing simultaneous signals.

Despite the numerous settlements in western and southern Wanju, much of the interior was home to various nomad hordes, the largest being the Huljuu and the Tamuta. The Huljuu were a horse-riding culture of raiders, who would often burn settlements and enslave its denizens. However, their attacks were only occasional and secluded in northern Wanju. The Tamuta are relatively obscure. What is known about them is that they are the first users of handara, long skis used with pulling dogs, aiding swift travel in hunting. Oddly, references to the Tamuta variously describe them as wandering ascetics to raiders and robbers.

The peoples of Wanju had some knowledge of other civilizations, such as the prosperous Sen civilization to the West, with whom they would often trade. There was also much contact, Haisho in particular, with the Kaishaku culture, with some conjecturing that one may have brought about the other in some way.
 
Insert Xian for where Sen is. The trade route headed towards China is where the real city is proper but it's close enough to count.

the other city states are not under Gutian rule. They are a mix with a few Akkadians and mostly Amorites.

Also remember - units you raise can go out and fight. Units not raised (noted under available units but I will eventually make it more obvious) are militia capable of defending only.

Inglian Life
The seasonal disasters and terrors that threaten the small state from the Sea of Galies have hardened the peoples into a formiddable personality. They do not flinch from the sight and smell of death. It is too common for you to become friends with your neighbors one week, then have them swept away by the waters the next. Although, even through all of these troubles, the Inglian peoples carry on.

Since they are constantly being killed in some natural manner, birth rates are extremely high in the state. The families must have large amounts of children to get the daily work done and to ensure the passage of lineage.

The buildings and structures of the Inglians have been adapted over innumerable natural disasters. The buildings are almost always on stilts, some of the beams being several feet thick to withstand the rush of tons of water.

These stilt-standing buildings are not the only defenses that the Inglians have crafted to prepare themselves from these floods and waves. Over seveal dozen years, they have built up a sloping seawall to protect the settlement from the angry sea.
