Looking at the code there is no reason he shouldn't gain both. Have you ever had a turn where you gained less than 1 XP for free, before hitting 100 total?
For the events, there will come a time when lots of XML work is required, but that will be well after extensive DLL work has been finished and numerous new tags need to be placed and weight values have to be adjusted for each event and numerous other locations to properly balance out how the new structure works. I've already done similar in other areas where XML work is still needed if anyone is bored.
Most notable would be the Decay speeds and Thresholds for each leader's reaction to Proximity Diplomacy. Right now everyone uses a default blanket, but some leaders would remember how you treat their people longer than others, and some would REALLY love you for treating their people well, or REALLY hate you for treating them poorly. ie - Elohim should have a high threshold in each direction, and a very slow decay rate. But Balseraph should have a high threshold in each direction and a very fast decay rate. Bannor probably should have a high Negative threshold, but a low positive one and a slow decay rate (they can give a rat's arse if you do nice things for their people, but so much as stub someone's toe on a weekly and they'll be on your doorstep ready to throw down before the month is out), Not sure if I can think of any leaders who ought to have a high positive threshold and a low negative one... but Hyborem should probably have 0 for a threshold in both directions, he doesn't give a damn what his underlings think of the world in general.
EDIT: Crossposted, yes gamespeed does affect the speed of XP gain from Hero promotion AND caster type promotions.
