Legion's strength is large enough, so you need few legions to win, while you need many chokonus to win and take advantage of the barrage. Legion wins.
Taixue (+1 scientist slot) vs Forum (+25%

This 25% more wins.
Invention (-20% new tech cost) vs Infrastructure (+30% for buildings built in capital):
Both of them are really strong. However, invention is straighter.
