@citis: the bonus slots for the Madrasa were completely useless untill the last SVN-change, while the taixues bonus slot was really nice ;P

At the latest version madrassah gives the oportunity of four priest and four scientist slots combined with theocracy and taixue six scientist slots with piblic welfare. Well 4+4=8>6
However, I should take into account if something is less useful in different regions and eras.

Immortal's is cheaper and stronger, so it wins.

Satrapy is an attackive ability, while general winter a defencive. So
satrapy wins.
Persian empire (8% by 140AD) vs Siberia (7 cities by 1700AD):
This 8% requires much more than founding 7 cities, so the
Persian Empire wins.
Seven Wonders (by 350AD) vs USSR (Transsiberian railway by 1920AD, Manhattan project, first to complete Apollon Programme):
USSR wins.
2 holy city shrines vs comniterm (5 communist brothers):
Five communist friendly
vassals, ehm I meant brothers is more difficult, so it wins.

I like them both.
Gameplay:
Persia has the problem of building wonders. If it conquers less than six wonders, it must change to pantheon. So Russia wins.
So,
Grand Duchy of Muschovy, Tsardom of Russia, Russian Empire, Union of Soviet Socialist Republics and Russian Federation win.
