You are right, Argentina does not have aluminium in the current map. So we can scrap the bonus production or add another resource (there is rare earths, iron and cooper near).
About these proposed effects, I not sure about it. The extra commerce per health is already used by the Gardens by the Bay, but the extra GP points could be useful, particularly considering that Argentina UHV requires many Golden Ages. Near Argentina you have corn, wheat, cows, sheep, clam, fish, whale and salt that gives you health, plus wine that gives health with the pharmacy and potatoes in Paraguay.
I really liked Merijn suggestion, but it can't be included now. Considering that we already have the art and Floralis was on Leoreth list (which makes a strong case for including it in the nexts git versions), I propose the following effects:
- Floralis Genérica (Ecology). + 3 Great Artist, + 4 Culture, + 1 Culture per building that provides health. Extra (1-2) GP points for every excess health points or + 2-3 GP points per Park, Solar Plant and Recycling Center.
