I think changing the ruleset helped a lot, obviously. Not only did it make it easier on the players, it helped updates come way faster.

Also, I will give you control of the warrior garrison. OCC: I trust you to settle a good city in a reasonable location without too much capital overlap. Remember, in ROM:AND the city screen extends for three cultural border pops instead of two so yeah. /OCC
