It would be good if instead of trying to summarise the treaties (never liked that idea) you could just post a link to where the treaty is posted in the thread. It's important for public treaties to be in the public eye.

I had to explain to one of the new players that the League and CCCC were different alliances and not two names for the same group of people.

Well, for alliances, we have a copy of OUR treaty on our discussion group.

They're certainly the main ones, the only other major treaties were the first shroudnae treaty and the Northhern alliance treaty, both of which are now redundant.

The League has ammended its treaty. This treaty replaces the former league charter and has been approved by unanimous vote.

The League Charter

Let this agreement be witnessed by the gods Junil, Oghma and Tali and the angel Condatis. May they punish those who betray the League by breaking its honourable tenets.

Preamble

We, the Mighty Nations of Erebus, the beloved of the Gods, come together here this day to form a new and far greater future for the people of Erebus. Henceforth, our nations shall be bound by the will of the Gods, as well as honour, and co-operation between our governments will be far greater and more organised. We hope that this will allow not only the entire Edsunlandic populace, but all of Erebus to live in greater security and stability, and for peace to reign in this world, allowing the further development and progress of our people.

In the eyes of the Gods, we will allow any nation who can fulfil the application requirements of the League to join us to promote extended stability and reach across this very Erebus. The process of application will be discussed below.

Terms and Clauses of ’The League’.

  • The Members of ‘The League’ will co-operate with each other and co-ordinate any and all defensive and aggressive operations voted by the League Council.

  • The Member Nations of ‘The League’ will collaborate on all matters of significant diplomatic importance, including declarations of war, peace treaties, trade embargoes, the joining of special councils, and the establishment of military alliances and defensive pacts with other nations. In all these significant diplomatic matters, no nation will act until they have the full consent of the others through the results of a vote of the League Council. The ratification of new diplomatic treaties and declarations will be determined by a three quarters vote of all League Members. Members are mandated to comply with the results of these votes whether they voted for or against them, and whether they disagree or not, should they refuse to comply they will face the wrath of the Gods. When at war, a single nation may not conduct in diplomacy with the opposing nation, and diplomacy can only take part as a League. When contacted by an opposing nation, Members should recommend that the Nation contacts the League as a whole. (PM’s must be to all members)

  • To lead this coalition in the views of others, and to speak for ‘The League’ as a whole, one Member state will have the status of Speaker, this will be the determined by popular vote amongst league members every 45 years. Other member nations may privately relate the decisions of The League Council, unless it was decided that the matter must remain a secret of the Council. Only the Speaker state will be responsible for making the decisions of the League public. Nations may not reveal how member nations voted on a matter, or whether the decision was made unanimously or whether one or more nations voted against the decision.

  • Each member of the League is allowed to put forward a matter to the Council for voting. Such a matter could be an amendment to a clause of the Charter, or another matter concerning the League as a whole. Once a decision has been decided by the Council, it is law, and becomes a clause of the Charter until the matter is unanimously decided closed. Breaking a Clause of The League is breaking the honour of our people and inviting the wrath of our Gods, it may also be met with disciplinary confiscation of territory and possessions of the nation by the League, which may be returned to the nation once the other members, and the Gods themselves, have forgiven them. Breaking a clause of The League does not expel the nation from The League, and as such further breakages of The League’s clauses will be met with further punishment.

  • All Nations of Erebus that do not belong to a similar organisation are invited to apply for membership in The League Applicants must be unanimously approved by the current league members.

  • A member may not leave The League without the express and unanimous permission of the Founding Members. This is the only way to leave the League, and refusing to go through this process will be breaking the honour of our people and the Law of this agreement. This will result in punishment by the other League members, which can include confiscation of territory and property, trade embargoes, destruction of property and others.
    Breaking further tenets, such as engaging a member of the League in combat, that is not undergoing disciplinary measures, will result in further punishment.
    A nation cannot be expelled from the League, but while they are suffering disciplinary measures, other members may engage in hostile measures without breaking the treaty. Breaking a clause of the Treaty invites the wrath of the Gods upon the offending nation.

  • A fund shall be established, which shall be held by the Speaker Nation. Here will be held the gold and property owned by the League collectively. Each turn, every member will pay 10% of their domestic income in gold into the Treasury. They may withhold payment if necessary, but the following turn they must pay the Gold owed last turn and the Gold owed in the current turn. A Nation may pay their dues into the Fund turns in advance should they wish. All income from regions owned by the League Council will go directly into this Fund, and not the treasury of the Nation who supervises them. All tribute and gifts to the League as a whole will be deposited in the League Fund.
    No gold from the fund can be spent without a vote on the matter in which at least ¾ of the members of the league agree. (The League Fund Clause)
  • The League shall be held collectively responsible for the maintenance of units wounded while engaged in combat or battle approved by the entirety of the league. This means that should one nation send 1 unit and another nation 3 units to a battle and others send nothing, assuming the battle was league-sanctioned, all member states would have to provide, evenly, the cost of recruiting and repairing those 3 units (not out of league funds unless times are desperate and a ¾ vote agrees to it)
  • The Member nations are responsible for their own internal stability, and should maintain their own law enforcement. Nations may not interfere with the governance of other Members unless invited to do so by that member, and without said permission, a matter involving the governance of a member nation may not be put forward to the Council for Voting. The Council cannot be used to enforce religious or secular practises (State Religions or Civics) upon member nations. It is the decision of the individual nation how their government is structured.

  • The Members of the League must honour their current territorial boundaries as defined by their current settlements, but leave the rest of the world open to colonization. In the future, members of the Coalition will consider any province already colonized by another member to be strictly off limits for future colonization, even if the current settlement is later destroyed or captured. The only exception to this rule is when a Member is being disciplined, in which case territory may be confiscated to the League Fund.

  • Spoils of War from operations run jointly by the League are to be paid into the League Fund.

  • Members pledge to give all technologies to all other members freely, unless said technology bears the cultural stamp of a nation that is not a Member. In such a case, a three-quarters vote can enforce the owning member to fund the removal of the cultural stamp on the technology, allowing it to be traded to the other Member states. Research should be co-ordinated to prevent multiple members trading for or researching the same technologies, maximising our development.

  • Member nations should hold preference for each other on the matter of resource trade, although trade to nations outside of the League is not prohibited.

  • Amending this Treaty in any way can only be done by a three-quarters vote in favour of said amendment.

  • The full League Council shall be called to session every 3 turns if no votes have been called in that same period of time, with the purpose of mandating deliberation between members on all pressing matters, to consider the proposals of new amendments to this treaty and new diplomatic actions of the Coalition.

Authors disclaimer: During several years of study in elven society lore books, talking with volunteers(sources remain in secret for their own safety) and much overall research, I managed to reconstruct this story, it might not be 100% accurate and might skip some periods (period of living in Ir-O-Kee lands for an example), but this document contains as much information as I managed to find. Chapter 0, the Prologue
Who were the Silver Grass Elves?

Before the "Age of Ice" began, Elven race was quite widespread and had many more houses/clans in it. In modern societies Elves can mostly be seen, in Kuriotates and around White Mist Isles, there are few forest-retreats all over Erbus, however these contain only a very small number of elves. Elven race has always been shared into minor factions, called houses or clans (depends who you ask from, elves themselves seem to prefer "house"). One of the less know clans, that Exists(ed) on "modern Erbus" was "The House of Silver Grass".

In modern day, they are most often known as one of the Battle of Jarv participant - there they worked under Bannor command, their influence on battle was quite large, without them, it is possible that Clan of Embers would have not been stopped. One notice about the battle of Jarv is, that the Silver Grass elves refused to set City of Jarv houses on fire (saying that civilian population could be hiding in those houses), this however did not cancel their contract with Bannor and they were payed for their job.

In historical annals, it is also possible to find few clanlords and warlords who used Silver Grass elves services, those who refused or were unable to pay for elven services, were never seen alive again. It is possible that Silver Grass Elves sold their "services" to over 90 different individuals, more likely number is probably around 60. Interesting fact is, that Silver Grass elves never hurt civilian population and sometimes turned against their employers, if commands of killing defenseless locals were given. None of the battles, that elves took part in were historically very important, so I will not list them here.

It is surprising that all the time, Silver Grass Elves were in Ir-O-Kee lands, none of the locals ever reported an colony of elves, despite of no "official" sighting reports, some local folklore supports the idea, that elves were there for at least 200 years.

Authors note: You can find most of the Battles, where Elven Mercenary Fighters (which I assume, were Silver Grass Elves) were used in "Battles of Erbus - Details, numbers and descriptions" by Gabril Efasantos.. There are also plenty of local folklore books to be found in ruins of Ir-O-Kee.)

Chapter 1,
General knowledge about Silver Grass elves and comparison with other elven tribes, BEFORE Age of Ice.

Silver Grass house has two "symbols" (like most elven clans)
1. The Silver-Ferrurom (Custadoidilis) - an editble, not much sunlight nor fertility needing plant
2. White (or silvery) owl, usually pictured holding arrow-staff combination.

Before Age of Ice, House of Silver Grass was about average in size, compared to other elven houses on Erbus. Unlike other houses, Silver Grass did not have powerful archers, good fighters or skilled scouts. To compensate that "flaw", Silver grass house had something, what other houses did not - they had very large knowledge and skill in magic. Silver Grass elves were famous and feared magic users - they use(d) enchanted arrows, summons and even some "darker" magic. So, to "keep up with" other houses, Silver Grass was forced to rely on magic use - as their military, compared with other houses lacked in both numbers and skill.


Chapter 2,
Threat to entire race, First time elves United as one race.

Having many and skilled magic user, back then, was a rare sight - only few, powerful wizards or warlocks (call them as you wish), knew the secrets of magic. Back then, powerful magic users roamed land of Erbus, in search of artifacts or in need for something to create of them. One of those magic users was Vika, also written as Vicca, in some books (there are several books that speak about Vika, those who are interested should have no problem finding them). Vika was interested in Elven magic knowledge, especially in Silver Grass magic users. Instead of asking or "convincing" elves to teach him their knowledge, he decided to take it by force. He rised undead and summons on his way towards elven lands (elven lands= lands surrounded by Misty Strait), his magical soldiers attacked, imprisoned and tormented elves and other warlocks, where ever they could find (and catch) them. Elven houses were wise enough, to understand the threat, that Vika was to them.

Houses mobilized themselves to war, new arrows were made, new children were thought how to fight. Despite elves mobilizing themselves, they were unable to win fights again Vika, usually suffering heavy casualties against his summons and undead army. If they would have fought as one, not as each house for itself, they might have succeeded, but history is full of "might" and "could", we do not need to repeat these words again.

As Vicca marched towards center of Elven lands, destroying anything and everyone that stood (or lied)in his way. Seeing the destruction of entire houses and that few, unorganized, houses cannot hope to stand against army as large as Vika controlled, Elven houses were united under common banner. Under Banner of house Misty Lily. This house was lead by Elven Queen of Linwë Séregon. She was not leader, chosen by blood, rather she got leadership with skill. She was first elf, who united elves under common banner, of course elves had been under common banner before, but always fought as separate units (each house for itself), now joined under one banner they were finally fighting as one, under Linwë Séregon leadership, elven race become what they are known as, in modern Erbus.


Chapter 3,
The Special Request, The downfall begins

Linwë Séregon knew, that Vika and his endless army can only be stopped by killing or seriously wounding the leader, Vika. She also understood, that even if elves manage to defeat Vika, more and more enemies will look towards elves and their magic. She made a private meeting with elders of House of Silver Grass and request them to do something, what other houses would not agree with. She wanted Magic users of Silver Grass to plunder surrounding tombs, learn enough knowledge to seal Vika away, separate magic from his body and then use gathered magical energy to make an artifact, what elves could use, to defend themselves against further attacks.

However, looting and disturbing rest of dead was (and still is) highly shunned in Elven community and anyone found, either plundering (for own use, without command) or even worse, looting tombs, would be killed. Linwë Séregon, also said, that Silver Grass actions have to remain secret, so neither Vika, other races on Erbus nor even other elven houses would know about it, if Silver Grass should fail, she would deny any connection with these disturbing deeds. Silver Grass elders, knowing their entire races situation and that they are the best magic users in elven race, agreed with this.

As Vikas army was huge and slow, often stopped to plunder found tombs or fight with minor, local wizards. Elves had several months to prepare for final assaults, minor skrimishes were held with Vika, but none of them could be called "victory".

For those several months Silver grass looted tombs and ancient wizard towers for books, scripts and magical items, practiced art of sealing and separating magic and during their spare time, even fighting. Vikas armies approached elven race slowly and steady, other houses warriors practiced art of fighting as one unit - Failing to stop Vika here, would mean that elven race ceases to exists or will be reduced to almost nothing - few hundred survivors here and there are not enough to keep an entire race alive.


Chapter 4
The clash of magic, arrows and swords

Few nights before final battle, Linwë Séregon herself met with elders of Silver Grass and told them about a tomb, located near future battle area. Tomb itself belonged to a very old and very powerful magic user who, by race, was an elf, but had de-connected herself from elven society and elfish behavior. Looting tombs of other races, is always lower crime than looting tomb of their own race, however Queen believed that final part of mystery - how to forge artifact, so it would not lose much of its strength, could be found in that tomb. As I know now, she was right.

When Elven Army, first time in history, lined up and fighting as one - not as several different houses but as an organized army, met with Vika, Silver Grass elves were standing next to them. In proper formation. Quick glance on battlefield and forces on it, would have said, that battlefield was good for elves, but Vikas undead and summons were much, much more numerous and stronger. Battlefield itself was perfect for elves - woods, pre-prepared traps, learned areas, pre-prepared spells and weapons, hidden paths etc. But no force had stopped Vika before.(of course he had always avoided battles he could not win.) Elves were out numbered 4 to 1, perhaps even more, as Vika continued summoning during entire battle.


When the battle began, Silver Grass house sounded retreat and went to "plunder"/gather information from the final tomb. Other elves continued following orders of Linwë Séregon. As magic users have an "habit" of protecting their tombs with undead, traps and similar "decorations". Silver grass elves, had to literally fight themselves through undead hordes to reach their destination - the bottom grave, where their magic users, managed to decryph and learn spells that were inside of that tomb. Silver Grass warriors did their best, to keep undead away from scholars. Many died or were left behind To die or fight themselves free. "Leaving some behind was better cost than letting entire race die" atleast, so Silver Grass Elves thought and still think. When Silver Grass scholars and magic users rushed back to the battlefield, united Elven army was winning, despite of all odds and being outnumbered. Vika himself was wounded by several arrows and was unable to control his creation properly, what did not mean that his armies collapsed and he continued to summon more and more.

Silver grass scholars Started sealing ritual and before they could say first words, came under attack by undead - now weakened and uncontrollable - but mana-holics (what happens if you are constantly "fed" by mana), sworn to protect their mana "supplier". Many scholars died, because they did not have enough protection - many of their protectors had fallen in tomb, other were too busy keeping themselves alive. But few scholars finally managed to seal of Vika and his strength. This did not stop summons and undead from attacking, but being leaderless, and headless, they were simple to "clean up" by professional elven warriors.

Chapter 5
After battle, You can win battles, but dilpomat can turn those victories into loss.

In normal conditions Silver Grass Elves would have been heroes, however one of the houses, the Minor House of Bannizeam had noticed that Silver Grass elves "disappearance" and blamed them in "fleeing from battle". Their scouts also found the tomb and inside they found several survivors of Silver Grass. Silver Grass was blamed in fleeing from battle to plunder and loot, an action punished with death. However Linwë Séregon, "the First Queen", managed to convince other houses in simply exiling Silver Grass from elven community.

Soon after that, the age of Ice began, no one, heard about Silver Grass and their elven citizens again and even most knowledge about them, was forgotten by almost everyone...


Chapter 6
Exiled Silver Grass, their travels and new home

But Silver Grass elves did not forget, that they still had something to complete - they managed to take Vikas mana, with them and few scholars who survived took as many scrolls, runes and books, as they could carry. Elves traveled for quite a long time on Erbus, until they found themselves a place with perfect ley lines, to create an artifact and made their home there. (OOC: those ley lines were perfect for weapon not for entire empire to use!) Since that time, Silver Grass Elves were working on a project of creating an artifact weapon, what could be used to defeat any enemy similar to vika. However much knowledge and skill was lost, new generation of scholars had to learn from practically nothing, new information was gathered, this time bought with gold, not with shovel. Gold, that was earned by working as sellswords.

During the Age on Ice, those (about 6) elven generation of Silver Grass managed to grow this house in size and regain most of the lost knowledge. BrondMinyature was one of the youngest generation elves, he lead newest generation of elves to earn gold, so they could finally complete this artifact and return to elven community, telling the truth about what they forefathers did. The warriors of silver grass, however were forbidden to use any magic, so noone would decide to "gather that knowledge" again.

Chapter 7
The end.

As far as I know, elves did not manage to complete that artifact, as one payment did not reach them. This is sad, but unfinished [Name of the artifact][unreadable] - artifact lies deep inside of Silver Grass home and caves underneath of them. Elven magic users, sealed themselves into the tunnels and attempted to finish artifact, but did they succeed or failed, is not known. All, that is left now of Silver Grass is Few children and elders of Silver Grass - whom were rescued from undead by "Mist Elves" - their fate remains unknown.

What artifact did the elves work on? Why did they continued to hide this even after several generations? Why did they just not turn back to elven community and create their own, remains unknown. Is that artifact good or, perhaps, was it poisoned by Vikas mana? Can it be restored and used or is this artifact lost forever? Is the way to artifact simply sealed off or perhaps even protected - That I do not know, but I shall find out.

The Elves of the White Mist: A Brief History

In The Beginning...

The Elves of the White Mist existed as one under the Summer and Winter courts headed by two sisters whose name has long been forgotten. No House of the White Mist existed and no elf claimed to be distinct from one another, each and every one believing that the only division lay in which court they belonged to, Summer or Winter. For untold centuries they existed as such, passing rule from court to court as summer turned to autumn. Then, one fateful year, autumn turned to winter and winter to winter to winter to winter till the entire known world was blanketed with snow and ice. The Age of Ice had begun.

Faced with this crisis the Elves did not exist as one, however, and instead they splintered. The rift was created by the Queen of the Winter court, who had long held the Spring court as a provocation. She felt that her own reign was marred by the bleak nature of the world when she assumed the throne each year and that the only true power lay in the Summer court; so when the world itself seemed to shun spring, this Queen of Ice took it as a divine sign of her dominance over the Elven people and declared the Spring court dead under her rule, as well as the God venerated there: Sucellus. In place of the former deity of nature, the Ice Queen called upon a darker God to favour her rule, Esus.

Naturally the Elves of the Summer court did not agree with the actions of their wintry cousins. For a time they waited for winter to give way to spring, but as the years went by it became increasingly acknowledged that something was wrong, spring would not come, and the Elves of the Summer court would need to take matters into their own hands. Thus the Queen of Spring called upon her vassals and kinsmen to raise arms against their cousins in the Winter Court. For the first time in existence the Elves descended into civil war.

For Centuries It Was Continued…

Like this the Elves of yore slaughtered one another in a time when the world was deadly and antagonistic towards all life, but the Elves did not see this- they only saw one another. Thousands of Elves battled each other for the supremacy of their respective court, Winter or Summer, but the war was not just of political machines, but of ideologies, of lifestyles, of what it meant to be of Elvenkind.

Over the centuries of war the Elves became distinct from one another. On either side of the rift the Elves changed and grew into something else. What this something was is largely debated even to this day, but it is recognized by all that the Elves born out of the War of Seasons were not entirely Elven in the previous sense of the word.

A generation into the fighting the Elves still did not show signs of letting up, but a minority showed signs of weariness, even disgust. Amongst these Elves was an Elven woman now known as the First Maiden, the woman who would later create the first Elves of the Mist, but she did not establish their sovereignty as a kingdom. Instead she called for a stop to this pointless battling- it was clear that neither side was stronger than the other nor were there any signs of one usurping power from the other, the only product of the war, as she saw it, was the deaths of an untold number of Elves. Her calls went ignored by many Elves in both Summer and Winter courts, but a few listened and a few flocked to her as deputies, disciples, and dependants. The first notion of a peoples separate of the two courts began forming in their minds.

For a time the First Maiden worked as a double agent serving neither side. As her words attracted Elves of both Summer and Winter courts she was able to gather information from both sides, and she attempted to use it to foil the plots of both sides in hopes of eventually ending the war in a stalemate. When it became apparent that her plans were not working and the two courts only seemed to be urged further to war as their plans went awry, the Fist Maiden grew angry and distraught about the fate of her peoples. She recognized that should this war progress any further no united Elven nation could ever peaceably form again, furthermore there was the ever growing possibility of the world swallowing up the Elves into oblivion as the nature of Eberus became crueler than it had ever been before. Faced with these ugly truths she took it upon herself to depart from the conflict in hopes of one day returning as a unifying force between the two courts, and so she called her followers to begin what would become known as the Maiden’s Exodus.

The Elves, under the First Maiden, departed.








((OOC Note: I have had this written up as a whole for a while, but will be posting this in parts over the time I am gone- I just wanted to get this first part up before I drive off into the sunset. Oh, there will be discrepancies between what is established lore, what Immaculate has written, and what I will post- but then again it is history, and history often likes to not agree with itself! Oh, and IC the only people to really know this would be those nations in close contact with the Mist Elves, meaning the Kappa and Kuriotates (whose scholars have limited access to Mist Elf stories/fables/the few scrolls they keep)))
