Do you mean buildings like Breeding pits, Chancels of the guardians, Citadels of light, warrens, and demonic citizens that are unique buildings but just don't replace anything?

No, I specified a non-unique building in the first post

It is a standard building which is not replaced by anything at all, just cannot be built. The one I am thinking of is refused to 6 civilizations.

by "most civilizations" i assume it is avaliable to some or at least one. and if that is the case, how can it be 'non unique?'.

i'm guessing command post - I think you need the organized trait for that one

nope , command post CAN be built by any race, the problem that some races cant order it via normal city production, but it can be build though...

also, as for commandpost city building orders - its leader related and not civ related. Carpia of Bannor still cant order CP production.

Grove and Command Post are both incorrect.

I suppose I'll drop another hint and say that it is a requirement for 1 Hero and 1 event option (fairly common event too).

Nope, Basilica is available to anyone who follows the Order, and thus only the Grigori and Illians are unable to build them, and in both cases that is due to the Leader, not the Civ.

Mage guild? Needed for Circle of Gaelen quests - gives Gaelen hero.

This building enables no units other than the Hero.
